2024 Pittwater By-Election Candidates: Doug Rennie, Jacqui Scruby, Georgia Ryburn - about the candidates + their Policies
The Speaker of the NSW Legislative Assembly, the Hon. Greg Piper MP, announced on Monday, 2 September 2024 that a by-election will be held for the electoral district of Pittwater.
The Speaker advised the Acting Electoral Commissioner for NSW of his intention to issue the writ for the by-election on Friday, 27 September 2024.
Speaker of the NSW Legislative Assembly, the Hon. Greg Piper MP, announced the by-election following the receipt of a resignation letter from Rory Amon. Mr Amon resigned from Office of MP for Pittwater after being charged with 10 alleged child sex offences.
“Subsequent upon receipt of the resignation of Rory Amon, I announce that a by-election for the vacant seat of Pittwater will be held on Saturday 19 October 2024,” Mr Piper said.
“Consequent to advice received from the NSW Electoral Commission and consultation with relevant stakeholders, I wrote to the Acting Electoral Commissioner Dr Matt Phillips advising him of my intention to issue the writ on 27 September 2024 for a by-election to be held on Saturday 19 October 2024 in the seat of Pittwater.
“This by-election will take place on the same day as the by-elections in the vacant seats of Hornsby and Epping.” Mr Piper said.
Early voting opens
Early voting for the Pittwater State by-elections has opened for eligible electors.
Voting is compulsory. If you are eligible to vote in NSW and live in the NSW State electoral district of Pittwater, you must vote.
Early voting centres will be open on Saturday, 12 October (except for the Sydney Early Voting centre) and then Monday, 14 October to Friday, 18 October. Early voting centres are located at:
- Avalon Recreation Centre, 59A Old Barrenjoey Road, Avalon
- Mona Vale Memorial Hall, Pittwater Road, Mona Vale
- Bilarong Community Hall, 55 Wakehurst Parkway, North Narrabeen

About Doug
Doug Rennie has been a proud resident of Avalon Beach, in the seat of Pittwater on Sydney’s Northern Beaches for 16 years. Raised in a blue-collar family in Western Sydney, he worked in government corporations in the utilities sector for 17 years before branching out as an entrepreneur in the water, electricity, gas and renewables industries. For 35 years he owned and operated companies locally and nationally, employing hundreds of tradespeople and providing technical services to utilities in all states and territories.
Doug is driven by a strong desire to advance a small-government approach to the most pressing social and economic priorities of our time: housing, infrastructure, energy, environment, water, food security and health. In particular, he advocates for a more sensible energy policy that prevents a focus on “Net Zero” from destroying nature and jobs. He also believes passionately in individual liberty of choice, supported by a free market, small government, and freedom of speech.
As a believer in “Education, NOT Indoctrination”, over the past 20 years, and especially since the COVID-19 pandemic, Doug has become increasingly concerned by the deception and fear created by one-sided narratives from corporations, government, the bureaucracy, and the mainstream media. In seeking to serve the people of Pittwater, Doug champions cutting red tape and taxes. He is determined to eliminate wasteful use of taxpayers’ money on ideas and projects that put NSW state finances at risk, and to fast-track the vital housing, infrastructure and state roads that the people of Pittwater and NSW urgently need to have completed.

The Libertarian Party (LP), formerly known as the Liberal Democratic Party (LDP), is an Australian political party founded in Canberra in 2001. The party espouses smaller government and supports policies that are based on classical liberal, libertarian principles, such as lower taxes, opposing restrictions on civil liberties, decentralisation, uranium mining, and the relaxation of smoking laws.
As of July 2024, the party is registered in the Australian Capital Territory, New South Wales, South Australia and Victoria, as well as for federal elections with the Australian Electoral Commission (AEC).
Ross Cameron is listed as the President of the NSW state executive for the Libertarians.
Mr. Cameron was a Liberal member of the Australian House of Representatives from March 1996 to October 2004, representing the Division of Parramatta, New South Wales.
In February 2017, Mr. Cameron was suspended by the Liberal Party's NSW state executive for four-and-a-half years, after he gave an interview to the ABC's 7.30 Report in which he referred to Liberal Party processes as "corrupt" and called the party "basically a gay club".
Between 2013 and 2018, he was a contributor and host at Sky News Live, including a controversial stint as a co-host of Outsiders, before his employment was terminated for racist remarks made on air.
The son of Jim Cameron, a member of the New South Wales Legislative Assembly, he was born in Sydney, New South Wales, grew up in Turramurra in Sydney and was educated at Knox Grammar School and Sydney University. He was a lawyer before entering politics. He was policy adviser and research officer to the New South Wales Minister for Transport, Bruce Baird, and an intern to United States Republican Senator Mark Hatfield.
John Ruddick MLC, New South Wales Legislative Council, is the First Libertarian member of the NSW parliament since 20 April 2023.
Mr. Ruddick was a member of the Liberal Party for over twenty-five years. He worked as a member of staff to former Federal Member for Parramatta, Ross Cameron and served as a member of the NSW Liberal Party state executive.
In 2011, Ruddick first contested the presidency of the NSW Liberal Party on a platform of democratisation. He unsuccessfully contested the presidency again the following year, increasing his vote to 40%.
In 2013, he appeared on 7.30, calling for further restrictions on lobbyists holding positions in the Liberal Party. For this, he faced suspension from the party for between two and five years. He was subsequently suspended for the full five years.
In 2017, while a member of the Liberal Party, Ruddick threatened to join the Cory Bernardi-led Australian Conservatives if the 'Warringah Motion' for plebiscites to determine preselections was not carried.
In 2020, Ruddick started JR Mortgages, a mortgage broker house in Sydney.
Mr. Ruddick left the Liberal Party to join the Liberal Democrats (renamed in 2024 to the Libertarian Party) in 2021, following public dissatisfaction with the Liberals' response to COVID-19, lockdowns and what he alleged to be a lack of democratisation in the party. He initially announced he would contest the electorate of Warringah at the 2022 federal election, but instead unsuccessfully contested the Senate.
Ruddick was the lead candidate on the LDP's Legislative Council ticket at the 2023 New South Wales state election. In late 2022, the Liberal Democrats NSW state executive voted to disendorse Ruddick as its lead MLC candidate for the NSW state election following allegations of bullying and harassment of campaign staff, allegations which Ruddick denied. After a petition calling for a special general meeting over the matter was signed by over 25% of the party's 320 members, Ruddick was re-endorsed.
The party received 3.53% of the primary vote in the upper house ballot, a swing of +1.3%, a quota of 0.7755. As the lead candidate, Ruddick was declared elected on 20 April 2023. He is the first member of the party to be elected to the NSW Parliament. His term will expire on 7 March 2031.

I'm Jacqui Scruby, your independent candidate for Pittwater.
As a local mum who has been a small business owner and lawyer, I understand the challenges we face, from the rising cost of living to the unfinished Mona Vale Road construction site.
I'm a local resident, living in Pittwater with my husband and two young kids.
I have a deep history on the Northern Beaches, one that spans four generations. My great-grandfather (my mother's grandfather) A.L. Melrose was a founder and captain of Dee Why SLSC. In 1915 he competed at the Dee Why Carnival where Hawaiian Duke Kahanamoku - known to have introduced surfing to Australia, also surfed as part of the Carnival.
My grandfather was one of the first principals of Pittwater High School.
I have spent my life advocating for what I love most about Pittwater – our pristine beaches, bushlands, and unique way of life.
The people of Pittwater deserve honest, competent representation and a seat at the table in the current minority state government. As your independent voice in the NSW Parliament I will fight hard for our community, our economy and our environment.
I'm standing to get better services and infrastructure for Pittwater - whether it's completing Mona Vale Road, school and sporting ground upgrades, supporting local businesses and advocating for cost-of-living measures, such as reducing soaring home insurance premiums - as your independent representative, free from party politics, I will always put our community first.
Pittwater is a truly wonderful community, and we deserve a local representative who prioritises people over parties. It would be an honour to represent you in NSW Parliament.

Policies
Pittwater's voice on NSW issues
As a society, we are faced with many social, economic and environmental challenges. The NSW Parliament is a place where these big issues are discussed, and law reform happens. As your voice in parliament, I will listen to the hopes, values and aspirations of the people of Pittwater and represent you with integrity and vision. I will use every avenue available to me to help make our state a better place for everyone.
I will work to:
- Curb problem gambling and money laundering through poker machines, starting with rolling out cashless gaming cards.
- Conserve our biodiversity across the state by fixing land clearing laws and ending native forest logging to give koalas back their habitat and save the taxpayer tens of millions of dollars each year.
- Establish an inquiry into forever chemicals and plastics in Sydney’s drinking water and supply chain if the government fails to take appropriate action.
- Better regulate social media to protect our young people’s mental health.
- Allocate more state funding for research into women and children's health issues that have been neglected, including endometriosis, lipoedema, premature ovarian failure, autoimmune diseases, menopause, ADHD and autism.
- Support a vibrant and open Sydney, including arts and recreation, particularly for young people on the Northern Beaches and to support our local businesses like The Joey!
- Increase justice for animals, including ending the greyhound racing industry.
- Protect and support our children by increasing the criminal age of responsibility from 10 to 14 years old.
Cut cost-of-living pressures
Amid a cost-of-living crisis, we need responsible economic management that provides relief for families and businesses, without blowing out NSW’s debt and fuelling inflation.
One of the biggest cost burdens on family budgets is the rising cost of home insurance, which has risen a staggering 32% since 2022 across the board, more for people in flood risk areas such as Narrabeen. 15% of families are facing home insurance bills that cost over 1 month of annual salary.
I’ll work to:
- Reduce stamp duty on home insurance and earmark any revenue raised to make our homes and communities more resilient to extreme weather events, to put further downward pressure on insurance.
- Support the reintroduction of Active Kids and Creative Kids vouchers under future governments, subject to modelling showing it is non-inflationary.
- Help households and businesses get rooftop solar, batteries, efficient electric appliances and electric vehicles to save money and cut emissions.
- Hasten introduction of free pre-kindergarten to increase female workforce participation and unlock a greater economic potential for NSW.
- Raise revenue from a progressive coal royalties scheme that captures the massive windfall profits - just like Queensland does - and reinvest those funds into programs designed to address the cost of living crisis.
Finish upgrades and maintain roads to a high standard
Our arterial main roads – Pittwater, Barrenjoey and Mona Vale Roads – get us where we need to go. The shelving of the Mona Vale Road upgrade is unacceptable and the Wakehurst Parkway upgrades are committed, but not fully implemented. I will be on the case from day one, making sure big funding commitments and projects are completed, and routine maintenance is fast and effective.
I will work to:
- Urgently reinstate funding and finish the job on Mona Vale Road West upgrade.
- Deliver the scheduled works to reduce flooding and road closures on Wakehurst Parkway, in full and on time.
- Fix potholes and resurface dangerous sections on the Bilgola Bends to keep drivers safe.
Invest in education, sports and community infrastructure
Schools, sports clubs, surf life saving clubs and community organisations are the lifeblood of our community. We need the best facilities, infrastructure and services possible to keep us learning, healthy and connected.
Right now, demand outstrips capacity of existing sporting fields and facilities.
The recent closure of the synthetic track at Narrabeen Athletics Track means athletes are having to travel across Sydney to train. It is unacceptable.
I will work to:
- Meet the community need for sporting facilities, including expediting repairs or replacement of the synthetic track at Narrabeen, so it can reopen.
- Invest in our local public school facilities, creating the best possible environment for our children and young people to learn and thrive and deliver Narrabeen Sports High upgrades.
- Accept the Federal government offer to match fund 2.5% to ensure schools get their allocated school resourcing standard.
- Reduce the time teachers spend on administration, in line with recommendations from the Gallop Inquiry.
- Better fund our community groups so they can deliver essential services to our community.
Support small businesses
I see every day how small and medium sized businesses are being impacted by reduced consumer confidence and rising rents and electricity bills. These businesses are the heart of our peninsula lifestyle. As a former small business owner myself, I am passionate about cutting red tape so businesses can easily hire workers and grow.
I will work to:
- Review payroll tax – an inefficient tax that punishes businesses for hiring workers.
- Increase incentives for employers to take on new apprentices.
- Incentivise leasing of high street shop fronts to keep our villages vibrant.
- Properly fund Chambers of Commerce so they can grow, assist local businesses, and have an open line of communication into state government.
- Change NSW procurement guidelines so the state government procures $10 billion worth of goods and services from small businesses each year, cutting the red tape that stops our government buying from us.
- Advocate for small and medium sized business grants.
Ensure world class public health services
Northern Beaches Hospital is a privately operated for-profit hospital paid by the NSW Government to deliver services to public patients. Many in the community hold serious concerns about cost cutting pressures, conditions for staff and the quality of care for patients at the hospital. Government data shows that wait times in the Emergency Department at Northern Beaches Hospital are increasing.
Independent MPs Michael Regan and Dr Sophie Scamps have been successful in securing an independent audit of the hospital’s performance by the NSW Audit Office, which is currently underway.
I will work to:
- Increase accountability for the privately operated Northern Beaches Hospital and hold the government to account on the findings of the current audit.
- Require nurse-to-patient ratios at Northern Beaches Hospital and support increased wages for nurses and other care professions to ensure we all get better quality care.
- Expand public health services, including dialysis, at the old Mona Vale Hospital site and ensure it is never sold off.
- Fight to restore jobs lost to Northern Sydney Local Health Unit.
- Fight to prevent the loss of Narrabeen ambulance station.
- Improve community based public youth mental health services on the northern beaches, including a Mona Vale Hub.
Preserve our unique local character and stop inappropriate development
The Minns Labor government is introducing significant changes to planning laws to increase building density across the state. Our way of life is at risk from environmental recklessness and overdevelopment. The peninsula does not have the road or public transport infrastructure to support growth and we can’t risk losing the look and feel of our area through short-sighted policy. I will use my influence to push back on inappropriate development in Pittwater. It’s more important than ever to have a strong voice for Pittwater.
I will work to:
- Protect our urban centres from state-led planning changes to increase building height and density that ignore community views and go against best practice planning principles.
- Prevent reckless housing developments in bushfire prone areas, particularly the Lizard Rock development.
- Work with Northern Beaches Council and the NSW Government to ensure strong local planning and zoning controls, developed with the community, in our soon-to-be-updated Local Environmental Plan.
- Support local community to engage with the NSW Minister for Local Government to give the case for a council demerger fair consideration.
We can’t develop recklessly, but we do need more options for downsizing and more affordable housing on the Northern Beaches, especially for essential workers. Increasingly, teachers, bus drivers, childcare workers and cleaners can’t afford to rent on the Northern Beaches, let alone buy. This impacts all of us.
I’ll work to:
- Plan strategically for more diverse housing in the right places, including for downsizers and affordable housing for essential workers, consistent with the Northern Beaches Council’s Local Housing Strategy, which concentrates growth in Brookvale and Frenchs Forest.
- Ensure new developments are high quality and well designed, comply with the planning scheme and listen to community.
Protect our natural environment and minimise climate impacts
Congratulations Pittwater! Our community's action last election led to historic legislation being passed making NSW the first state in Australia to ban drilling for oil and gas off our coastline. Legislation I co-drafted with a sitting NSW MP during the campaign was adopted by the Liberal Party and then Labor and passed earlier this year. See NSW Hansard for Michael Regan MP, Alex Greenwich MP and others acknowledging me and the Pittwater community.
We need to protect Pittwater’s environment – and our state’s environment – so our children and grandchildren can enjoy it like we have.
As an advisor to our federal MP, Dr Sophie Scamps and Zali Steggall MP, I've worked to improve the landmark Climate Change Act, drive a renewable economy through improvements to the Future Made in Australia policy and developed the Native Forest Pledge. I’ll bring that expertise to NSW State Parliament.
I’ll work to:
- Save our Pittwater urban tree canopy and increase state funding to manage invasive species, including noxious weeds, on the Northern Beaches.
- Safeguard our coastline from worsening storms and inundation with effective climate change mitigation and adaptation strategies.
- Conserve our natural and built heritage in Ku-ring-gai Chase National Park and Barrenjoey Headland.
- Reduce plastic pollution by regulating plastic use and disposal, incentivising reduced plastic use and driving soft plastic recycling.
- Advocate for policies to deliver a stronger, cleaner economy powered by cheap, Aussie solar and wind energy to ensure we keep the lights on when scheduled coal-fired power stations reach the end of their operating lives.
- Advocate for no new coal and gas projects in NSW.
Why should residents vote for you? What can you do that other candidates cannot?
This by-election is so important – and the differences between myself and my opponents are clear.
I'm a local independent who can get local results for Pittwater. My Liberal opponent doesn't live in Pittwater, and will be ineffective because her party will be in Opposition for years to come.
We can't wait years to finish Mona Vale Rd. We can't wait years to stop the Minns Government's high-density blanket planning laws.
As a local independent, I'll have influence on the crossbench immediately, and will use that influence to get local results for Pittwater.
Top of my list is finishing Mona Vale Rd, stopping inappropriate development in Pittwater, helping families and small businesses with rising costs, and addressing climate change and its impacts on home insurance costs.
Pittwater deserves better.
We deserve a local representative who actually lives here – a community member with integrity we can be proud of, and one who will answer to all of us, not a political party engulfed in scandals.

Georgia is a proud, fourth-generation Northern Beaches local with deep roots in the community across the peninsula. Her mum grew up in Bayview, and her grandfather was one of the first captains of Bungan SLSC.
Having been Deputy Mayor of the Northern Beaches Council, Georgia has the experience and understanding to be a strong advocate for Pittwater and to continue delivering for our community.
Raising her two kids with her husband, Mike, Georgia knows first-hand the challenges that many families are facing with rising costs of everyday essentials. She will fight for better support, including Active Kids, and to restore funding for our local public schools.
Georgia understands the importance of local heritage and the environment to our way of life. She will stand up against Labor's one-size-fits-all approach to development, ensuring that decisions are made by locals.
With your support, Georgia will fight for Pittwater, including securing the much-needed funding to complete Mona Vale Road West and the Wakehurst Parkway upgrade and continue the Liberals' proven record of delivering for our community.
What has made you stand for the seat of Pittwater in this by-election?
I love our community, and I want to continue to serve and deliver for Pittwater as I have done as Deputy Mayor of the Beaches.
This is an infrastructure by-election. One of my top priorities is reinstate and deliver funding for Mona Vale Road West, which was delivered by the Liberals and cut by the Labor government. Only the Liberals can get this funding back, and complete the key infrastructure works we need, like flood-proofing the Wakehurst Parkway.
Our community is facing serious cost of living challenges and I am the only candidate at this by-election with a plan to help our community ease these pressures, like bringing back Active Kids and Creative Kids. Only the Liberals will be able to bring these back.
Under the current Labor Government, things are getting worse. As well as cuts to Pittwater, Labor is imposing a one-size-fits-all housing policy that will see inappropriate development across the Beaches, and more strain on our local roads and schools. As Deputy Mayor, I have a track record of fighting against this - and I’ll continue to do so - to protect our unique character and way of life in Pittwater. I have a track record of standing up for our community, and you can continue to hold me to account to deliver tangibles outcomes for our community.
Can you please share some information regarding your polices:
The Liberals funded and delivered the first stage of Mona Vale Road upgrade. However, works have come to a halt due to Labor’s mismanagement of the Budget, leaving it half-finished. I will get this road completed, as well as getting the Wakehurst Parkway flood proofed, given the critical importance of these critical corridors for our community.
As a mum of two young kids, I know our families are feeling the pinch of the cost of living everywhere. Prices have been rising mercilessly - from rents and mortgages, to food and nappies. Of the thousands and thousands of doors I’ve knocked on over the past few weeks, almost every second person has raised cost of living pressures, and the need for more financial support. The Liberal Party will bring back important support for families, like Active Kids. Conversely, the Independents in Parliament did not stand up against these cuts, and voted in support of the Labor Government. I will also stand up for young people struggling to get into their first home, by fighting to restore the First Home Buyers Choice program, removing the burden of stamp duty.
As a Liberal, I will be a strong voice for our local businesses. I’ve been hearing from our business owners and operators they are struggling to keep their doors open and staff retained. As Deputy Mayor, I backed our local businesses: I reduced red tape, supported entertainment precincts, increased outdoor dining, and made common sense decisions for local businesses, reflecting the wants of our community. Local businesses are the heart of our Pittwater economy, and I will continue to advocate for them.
I am very concerned about the impact of Labor Government’s cuts on our public schools. Labor cut $196 million in non-staff operating school expenses. In addition, this year, Labor’s ripped $150 million out of public school budgets mid-way through the year, forcing school principals to cut staff and programs. Together, with the strong Liberal Parliamentary team, we will work to reverse these cuts. If elected, I will stand up for our local schools and work to reverse these funding cuts. This includes getting more funding for Narrabeen Sports High.
Labor’s announced overdevelopment plans for Pittwater. Its one-size-fits-all changes are being made without providing the necessary funding for local infrastructure. I will continue to stand up and deliver critical infrastructure, as I have done as your Deputy Mayor. In that role, I worked with the community to get things delivered. I will continue to do this, including pushing Council to complete the dogs unleashed trial, providing clarity to our beach-goers.
Finally: Why should Pittwater residents from Duffys Forest to Narrabeen to Palm Beach vote for you? What can you do that another candidate cannot?
As Deputy Mayor, I fought for and delivered investment our community needs, such as the new Warriewood Community Centre, supported local businesses and stood up for our Pittwater community against Labor’s overdevelopment plans. This is an infrastructure by-election – an opportunity to flood-proof the Wakehurst Parkway and complete Mona Vale Road West. I’m determined to deliver support for families, to fight against Labor’s one-size-fits-all development plans, and to secure funding for local roads and schools.
Only the Liberals have a strong track record of standing up and delivering for Pittwater. The Independents in the NSW Parliament have failed to stand up against Labor’s cuts, like Active Kids. This means a vote for anyone other than the Liberals is a vote for Labor, and their inaction and disregard for Pittwater.
I will represent all views of our community in Pittwater. From pushing to complete the Dogs Unleashed Trial to give certainty to our beach goers, to standing up for local planning decisions, to protecting our endangered seagrass in Pittwater. I have a track record of delivering tangible outcomes for our community, and will continue to work for you. I understand our local issues and challenges, because I love this community, have delivered for our community, and will ensure its prosperity - not just for tomorrow, but centuries to come.
