Local Government Election 2024: Results + Statistics + Pittwater by-election updates
The results of those elected in the 2024 Local Government Elections have been published by the NSW Electoral Commission.
Council consists of 7 from Your Northern Beaches Independent Team, 4 from The Greens, 2 from Vincent De Luca group; himself and Robert Giltinan, Candy Bingham, of the Good For Manly, and Mandeep Singh, ostensibly the Liberal who got through by registering himself, and comprises 9 women and 6 men. There are two first time Councillors for Pittwater, Rowie Dillon and Mr. Singh.
The Your Northern Beaches Independent Team is a registered political party that stems from Warringah Council.
In 2008, Michael Regan formed Wake Up Warringah (WUW) for the local government elections on 13 September. At the elections, he was elected mayor and WUW candidates were elected in A Ward, B Ward and C Ward. Ahead of the 2012 local elections, the party was renamed to Your Warringah (YWP), and Regan was re-elected as mayor with 56.3% of the vote (Warringah had a formt opf people voting for their mayor). Six candidates from the party were also elected as councillors.
On January 20 2017, Regan formed the Your Northern Beaches Independent Team as a successor to Your Warringah, and registered the party with the New South Wales Electoral Commission - details below.

One of the questions asked of all candidates was what their favourite place/s in Pittwater was and why. This query, although asked of every other Profile that is not an organisation, was to highlight the fact that, in a council that now encompasses 3 former councils, you need to know how much those standing to represent not just their wards but speak and act on and for the whole area, are aware of, supportive of, and how they may or may not vote to formalise what Pittwater residents want.

Bob Gary Giltinan JP (born 4 July 1949 in Sydney, New South Wales, Australia) is a former professional tennis player who was a grass court specialist. He won one singles title and two doubles titles over a twelve-year career spanning the introduction of the Open Era in 1968 to 1979. He reached a career-high ranking of World No. 16.
Mr. Giltinan is a direct relative of notable Australian entrepreneur James Joseph Giltinan (J J Giltinan), who helped to found the sport of rugby league football in Australia, and also what is now effectively the world championships for 18 ft skiff class yachts - the JJ Giltinan International Trophy, which is contested each year on Sydney Harbour.
Beginning his tennis career in the 1960s, it was halted in 1971 when he completed two years National Service with the Australian Army during the Vietnam War.
He won one title at Surbiton in 1974, defeating Syd Ball in straight sets, reached the finals of Newport in 1973, falling to Roger Taylor of Great Britain 8–9 6–8, and was a member of the winning 1973 & 1977 Australian Davis Cup squads. Giltinan also represented the Cleveland Nets in World Team Tennis during the 1970s partnering Björn Borg, Marty Riessen and Martina Navratilova.
Mr. De Luca is also a former Warringah Council councillor having served there from 2008-16.

what Do the Statistics indicate?
The figures beg the question; is our population disengaged from local government and what happens in the places we live?
Thousands in each ward did not vote at all, let alone voting informally; 7,735 in Curl Curl (Quota: 7,173) 7,426 in Manly (Quota; 7,119), 6,644 in Pittwater(Quota; 7,164), 5,860 in Narrabeen (Quota: 7,267), and 4,929 in Frenchs Forest (Quota: 7,448).
That’s 32,594 out of the 188,741 total enrolment to vote that did not.
Informal voting across all wards shows Narrabeen was highest at 9.04% (2,890), Frenchs Forest was 8.17%(2,604), as was Curl Curl (2,551), Pittwater was 6.02% (1,835) and Manly at 5.29% (1,592).
Of these informal votes; how many wrote a message, joke, quirky limerick or drew a doodle to keep the counters amused and lively as the day and evening count wore on, and how many simply continue to mark their ballot papers incorrectly, thereby turning up and bothering but ultimately registering a vote that is deemed informal and will not count?
Prior results show this has been a prevalent aspect of Local Government elections. However, the percentages have risen, if anything, in most wards across the peninsula.
Despite media reports on the Sunday and even the Saturday evening claiming the votes were pointing to residents being annoyed they could not vote for their preferred representatives due to the Liberal party of NSW excluding its candidates by a failure to register them by the time due, the figures would indicate there has been a lacklustre voter turnout and a proportion of informal votes in past elections as well.

The misinformation or disinformation being published as 'news' was met by the NSW Electoral Office issuing a statement on Monday September 16 2024. That statement reads:
The NSW Electoral Commission is issuing a reminder that the number of informal votes in the 2024 Local Government elections will not be clear until much later in the vote count process. We expect all check counts to be completed week commencing 30 September. The website will be updated progressively.
Acting NSW Electoral Commissioner Dr Matthew Phillips said in the Initial count process several types of votes are allocated to the "Informal/Other” category in the NSW Electoral Commission’s Virtual tally room.
“At this early stage of the count process, the ‘Informal/Other” category does not just include informal votes. It also includes other types of votes that undergo further sorting and counting”, said Dr Phillips.
“For example, some candidates’ formal, Below the line votes are included in the " Informal/Other” category votes figure category. In the Virtual tally room these candidates are marked with an asterix.”
“During the Check count, these votes will be reviewed and, if formal, moved out of the ”Informal/Other” group and included in the formal count numbers.”
Dr Phillips said the “Informal/Other” category also includes ballot papers that are unclear ballot papers, and formal ballot papers that are marked both Above and Below the line.
In the Check count, all ballot papers will be data entered into our computer count system where each ballot paper is re-checked for formality and sorted to their correct category.
After the Check count, the “Informal/Other” votes number will reduce as the votes initially allocated to this category undergo scrutiny by election officials.
Misinformation is false information that is spread due to ignorance, or by error or mistake, without the intent to deceive. Disinformation is knowingly false information designed to deliberately mislead and influence public opinion or obscure the truth for malicious or deceptive purposes.

How about all councils across the peninsula prior to May 2016?(Elections were due in 2016 but council was forcibly amalgamated with Warringah and Manly in May 2016 and placed under administration until the end of the following year). The NSW Electoral Commission states that if it appears you didn't vote at an election you were eligible for in New South Wales, and you don't have a valid reason, they will send you an apparent failure to vote notice in the post.
The penalty for not voting in New South Wales is a $55 fine. You must respond within 28 days of the issue date of the notice.
So $1,792,670.00 heading out of the peninsula into the fine coffers.
Council By-elections
Interestingly in 4 council areas, Berrigan, Junee, Cowra and Lachlan Shire Council (E Ward) Shire Councils, by-elections will be held on November 23 2024 as there were fewer candidates nominated than the number of councillors to be elected at the 2024 Local Government elections to be held on Saturday, 14 September 2024.
The people who stand to represent their communities today are mostly members of political parties, have strong professional backgrounds, are articulate, and local – but are they focussed on local issues?

Pittwater by-election
The Speaker of the NSW Legislative Assembly, the Hon. Greg Piper MP, announced on Monday, 2 September 2024 that a by-election will be held for the electoral district of Pittwater.
The Speaker has advised the Acting Electoral Commissioner for NSW of his intention to issue the writ for the by-election on Friday, 27 September 2024 and that the particulars of the writ will be as follows:

Speaker of the NSW Legislative Assembly, the Hon. Greg Piper MP, announced the by-election following the receipt of a resignation letter from Rory Amon.
“Subsequent upon receipt of the resignation of Rory Amon, I announce that a by-election for the vacant seat of Pittwater will be held on Saturday 19 October 2024,” Mr Piper said.
“Consequent to advice received from the NSW Electoral Commission and consultation with relevant stakeholders, I wrote to the Acting Electoral Commissioner Dr Matt Phillips advising him of my intention to issue the writ on 27 September 2024 for a by-election to be held on Saturday 19 October 2024 in the seat of Pittwater.
“This by-election will take place on the same day as the by-elections in the vacant seats of Hornsby and Epping.” Mr Piper said.
The NSW Electoral Commission advises Nominations for the Pittwater State by-election must be lodged from Friday, 27 September 2024 to 12 noon Thursday, 3 October 2024. Late nominations will not be accepted.
The NSW Liberals are at the centre of the third by-election for local seats since the 2023 state election after the forced resignation of Rory Amon, who has been named in 10 alleged child assault charges brought by the NSW Police.

Mr. Amon's next schedule court appearance takes place after the Saturday October 19 election day.
no NSW Labor Candidate
The NSW ALP has advised that after extensive consultations with the leadership of the State Parliamentary Labor Party, local branch members and potential candidates, NSW Labor has decided not to nominate a candidate in the upcoming by-elections.
Jacqui Scruby, Independent, and Georgia Ryburn, Liberal Party of NSW, Standing for seat of Pittwater
At this stage there are only two confirmed candidates for the seat of Pittwater, Jacqui Scruby and Georgia Ryburn, a past Deputy Mayor of the Northern Beaches Council and one of those who missed an opportunity to stand for Manly representation again due to the aforementioned failure to register candidates by the NSW Liberal party State secretariat.
Both Candidates have been offered an opportunity for a Pittwater Online News Profile to run Sunday September 13. Only Jacqui Scruby has accepted at this stage.
Nominations must be lodged by 12 noon on Thursday, 3 October. Late nominations and amendments cannot be accepted.
A final list of candidates, in ballot paper order, will be available after the ballot paper draw for each district on Friday, 4 October.

Postal vote applications are now open for voters who are unable to vote in person at the 2024 Epping, Hornsby and Pittwater State by-elections on Saturday, 19 October. Eligibility criteria apply.
Applications close at 6pm on Monday, 14 October 2024. Late applications cannot be accepted.
Voters should apply now on the NSW Electoral Commission website to ensure they receive their postal vote pack as soon as possible. Postal vote packs will be sent out to successful applicants from Tuesday, 8 October.
