LOCALS PICK LOCAL PROJECTS TO RECEIVE NSW GOVERNMENT FUNDING

Now is the time for Northern Beaches residents to consider which projects will provide the most benefit to their local area and choose what they would like funded as part of the NSW Government’s My Community Project grant program.

Member for Manly James Griffin said voting in the four Northern Beaches electorates opened on Monday 15 July 2019, giving local residents the green light to cast an online vote for between three and five of 23 nominated projects for Manly or 22 nominated projects for Pittwater, or the 9 nominated projects in Wakehurst.

“This is an innovative and exciting program that is putting decision making back in the hands of community members to weigh in on their top picks for projects in the region,” Mr Griffin said.

“It’s very easy to vote, all you need is your Medicare card and a free MyServiceNSW account, which also provides quick access to a wide range of NSW Government services, such as the CTP Green Slip refund for eligible policyholders.

“You can also head down to our local Service NSW centre at 114 Old Pittwater Road, Brookvale, or at Warriewood Square, where friendly staff can help residents cast their vote.”

Treasurer Dominic Perrottet said My Community Project is a fantastic opportunity for residents to have a direct say about which projects should be delivered in their local community.

“My Community Project is a great example of real grassroots democracy in action, it asked people to think about things their community needs, develop those ideas with a sponsor and tell us how funding could turn that concept into reality,” Mr Perrottet said.

“The great news is that from Monday July 15th 2019, residents in all electorates across the State will get their chance to vote for their favourite projects in each electorate.”

Residents can view eligible projects in their electorates and vote online at mycommunityproject.service.nsw.gov.au or by visiting their Service NSW centre.

NB: When voting online add in ''Pittwater, Manly etc.'' under 'select your electorate' to show the projects seeking votes.

Voting concludes on 15 August 2019 with successful projects to be announced from September 2019.

A total of $24.4 million is available for eligible projects, with between $20,000 and $200,000 available for each project.

Get Lost Mr Scary! - Anxiety programs for young people

Accessible anxiety programs for young people, helping them learn to better manage their worries, promoting resiliency and mental well-being.

Location: Narrabeen

What’s this project about?

The programs we plan to use have strong cognitive behavioural and narrative therapy components that help young people better manage their fears and worries. e.g. The Get Lost Mr Scary program is an evidence-based simplified CBT program for students in Kindergarten-Year 2. Skills such as problem solving, mindfulness and realistic thinking, are taught using an experiential play approach, facilitating change by giving children opportunities to model, rehearse and master new skills.

Early intervention is vital for children’s capacities to develop cognitive, behavioural and affective strategies that promote mental health and wellbeing. It is crucial for children to learn ways of managing fears and worries, increasing their resiliency and learning coping strategies to manage future stress. Our aim is to improve mental well-being in young people, reducing likelihood of future issues such as suicidality, self-harm, addiction, and poor mental health.

Anxiety group programs will be carried by Psychologists, Counsellors and Social Workers at the Cottage Counselling Centre, based at St Faith's Anglican Church, Narrabeen. The Cottage is a registered not-for-profit charity, offering affordable quality counselling services available to all. We will advertise these groups within local school communities via School Counsellors, to help identify at-risk students suitable for the groups. Groups will be once a week for six sessions.

CPR friendly and AED ready – saving lives in our community

Changing lives forever by creating a CPR friendly and defibrillator ready community - starting in our own backyard.

Location: Avalon Beach

Project sponsor: Avalon Beach Surf Lifesaving Club Inc

What’s this project about?

While 99% of Australians believe CPR is a ‘critical life skill’, only 26% are CPR friendly. This means most Australians don’t know what to do and aren’t confident in a life threatening emergency situation. In Australia, 30,000 people suffer from an out of hospital sudden cardiac arrest each year with 9 out of 10 dying. We can all change lives and the statistics by becoming CPR friendly and defibrillator ready.

The community will be safer with an extra 5,000 CPR friendly locals and 50 live-saving AEDs. The program promotes online resources and provides assistance to host CPR friendly community events with qualified volunteer surf life-saving trainers. At your club, school or workplace, or closer to home with a CPR friendly BBQ or Street Party, the program teaches CPR and supports you in raising funds for your own subsidised AED.

CPRfriendly.org in partnership with Avalon Beach Surf Life Saving Club (2018 NSW & Australian Surf Club of the Year) will run the program from October 2019 to September 2020. ‍

CPRfriendly.org provides:

  • Qualified CPR trainers and equipment

The Good Human Factory - building mental resilience

Cooper Chapman will connect and empower young people of the Northern Beaches to build mental resilience and inspire positive change.

Location: North Narrabeen

What’s this project about?

Suicide on the Northern beaches took the lives of 30 people in 2018. This project is both simple and powerful. It is aimed at educating and inspiring the youth of today to be good humans and increase their general well-being through the power of philosophy, kindness, gratitude, compliments and meditation. Each session will be delivered by Australian Institute of Sport Mental Health Advocate and young professional surfer, Cooper Chapman.

One suicide on the Northern Beaches is one too many.  ‍

The more tools our young people have to improve and manage their mental health and general well-being the better off we are as a community. 

This program will inspire high school kids to respect, and be kind to their peers and build mental resilience. In its simplest form, this program provides tools and tips for students to 'be good humans'.

Australian Institute of Sport Mental Health Advocate, Cooper Chapman, will carry out a 50-minute presentation to 6 High Schools on the Northern Beaches to year groups ranging from Years 9-12.  ‍

Over 2000 students will participate in the project.  ‍

In addition, he will partner with Project Sponsor, Northern Beaches Council to deliver 4 free presentations open to youth of the Northern Beaches which will be held quarterly throughout the year.

Improvement of Dog Park

Improvement of a dog park with implementation of equipment for exercises and fun for dogs.

What’s this project about?

The use of this equipment helps to stimulate the dog's intelligence, obedience, socialisation and physical conditioning.

A team for site analysis, layout of equipment location and equipment assembly. This project can start as soon as it is approved.

Avalon Public School's Outdoor Learning Garden

The revitalisation of an existing vegetable garden area and expanding it to become an active, healthy, outdoor, community learning space.

What’s this project about?

To provide a shared learning area through access to an outdoor learning garden, especially for those who might not have the opportunity. To create a space that brings together broader connections, encourages well-being and socialisation amongst students, parents, carers and the local community. Through skill sharing and community workshops from composting to growing edibles and understanding how food grows, the garden will ignite inspiration and encourage positive healthy living.

The project is about creating awareness that teaches and informs children, parents, carers and the broader community about growing a sustainable garden in an urban area. Avalon PS has over 900 children so addressing issues of waste, recycling and water management, and the impact that we have on the greater environment is a responsibility that the school is able to set through its own shared standards and actions.

The project will be carried out by the newly formed Avalon PS Garden Club which consists of parent and carer volunteers with full support from the Avalon School team. A large Spring 2019 working bee will be confirmed where construction of the outdoor learning space will commence. Priorities include construction of raised garden beds and workspace areas, landscaping and planting.

A Christmas carnival for all ages with games, challenges, rides, coffee garden, free sausage sizzle, local school bands and more.

What’s this project about?

It provides an opportunity for the local community of all ages to join together in fun activities, at no cost, thereby encouraging participation in public events, encouraging social engagement and meeting new people, making new friends and fostering stronger bounds in the local community, within a carnival atmosphere of fun.

All ages of the local community will have an enjoyable experience at little cost, get to know new people, reacquaint with old friends, children will make new friends, people will see and hear the expertise of local school children in bands and choirs, children will be inspired to be part of bands and choirs or just start to learn to play a musical instrument. All this fosters a stronger community.

The project will be organised by the members of the Newport Anglican Church, university students and local community members. It will be held on a Saturday in early December 2019, in the church grounds, which are located in the Newport CBD.

Support for Pittwater People living with Parkinson's

A project to achieve a higher quality of life for Pittwater people living with Parkinson’s and inform the Pittwater community.

What’s this project about?

Our Parkinson’s Support group is for both people living with Parkinson’s (PLWP) and their carers. There are many services to give carers a break. However, we are different, we do things together, not apart. Through this project, PLWP in Pittwater and their partners can be more active together in their local community.  ‍

Through the awareness raising events, PLWP and their partners will enjoy a more understanding and supportive wider community.

Parkinson’s is more common in Australia than breast and lung cancer and is on the increase. This project will provide local, cost effective approaches to assist PLWP to achieve a higher quality of life, whilst at the same time reducing the cost to the community of this debilitating condition by funding Parkinson’s health and wellbeing classes, cultural, local day trips and holding awareness raising events open to the wider Pittwater community.

Our very active Parkinson’s support group will be supported by Parkinson’s NSW to plan and deliver the project over the year. Funds will be used to pay for health and wellbeing classes, transport on cultural outings and run events in Seniors Week in February, Parkinson’s Week in April and a local regional Unity Walk in August, to raise awareness in the community of how they can support PLWP in Pittwater.

Mona Vale Golf Club - Course Flood Mitigation Project

Significantly improve management of polluting floodwaters inundating the course, by re-engineering the control gates, channelling outflows to Mona Vale beach.

Location: Mona Vale

What’s this project about?

Replacement of the current ageing floodwater control gates, that are extremely difficult to open and close, with remotely activated, motorised gates will allow better management of floodwaters across the course. As a result the course can be opened for play earlier than is the case today. Golfers, both public and members, will experience better playing surfaces that have not been subject to lengthy inundation often leading to various grass diseases.

1. Motorised floodgates will enable the ground staff to minimise the damaging effects of pollution, silt and floodwater entering the course. This will mean the games of public players and members will not be denied.

2. Better regulation of outflows will lessen the impact of surging waters onto the beach by releasing water in a less damaging way.

3. The Club's finances will be less badly affected by loss of greenfees.

An experienced firm of civil engineers will be engaged to design and construct the necessary infrastructure to replace the manually operated floodwater control gates with a state-of-the-art motorised alternative system that will enable the course superintendent to remotely manage the gates at any time of the day or night. Supervision will be undertaken by the superintendent and the club's general manager, who have considerable experience in managing such projects.

This electorate's gem of a golf course - open to the public - must replace some of its failing floodwater control infrastructure.

The 142 hectare catchment area surrounding the club sends pollution and floodwater cascading across the course whenever it rains heavily.

Modernising these control systems will:

 1. Open the course for play earlier.  ‍

 2. Minimise the extent of pollution entering Mona Vale beach.

Our Northern Beaches - Bringing Our Community Together

A photographic exhibition celebrating our community's coastal environment and promoting sustainability and protection of our local natural wonders.

What’s this project about?

This event will bring together photographs from the entire Northern Beaches to raise awareness of protecting and caring for our fragile landscape and beaches together as a community. Entry will be free, inspiring a community which is environmentally aware and responsible. A hardback book of the exhibition will be given to share the message with friends and family to make a difference to the lives of future generations.

This event will allow friends and family to connect through the creative arts and experience nature's beauty while being mindful of their impact and contributing to the local community's sustainable future. We all need nature. But alone we can't do much. By raising our cultural awareness together our community's potential to preserve our landscape is as boundless as the coastline itself.

This exhibition will be held over a week in August and the funding used to produce the necessary displays, artwork and book for the event. The funds will allow us to provide free entry and books to all local community members during the event.

Local business people such as Personal Chefs, Yoga teachers, Meditation Teachers, Artists, International schools and clubs will offer their support. And there will be space for you to use to make your own events, gathering when you like, to empower each other!

The Sun - Delivering a more liveable Mona Vale

Installation of solar panels so that more money is redirected back into community programs, instead of paying power bills.

What’s this project about?

By installing solar panels the community is harnessing the sun's energy that means Mona Vale Anglican Church can use more of the funds normally raised to enhance existing community services and/or add additional community programs, instead of paying power bills. This equates to about 10% of our operating budget. A significant additional benefit is the environmental benefit of using the sun's energy.

More members of our community (particularly the young and the elderly) will be able to be served through our community programs, resulting in better emotional and mental health. This will create a positive ripple effect throughout those members' families and friends.

At least 2 quotes will be obtained and presented to the Parish Council for appointment. Supply and installation will be undertaken by the professional solar energy firm selected within 8 weeks of grant approval (two firms being considered are Evergen and Energus). The process will be overseen by the Wardens.

What’s this project about?

Our projects priorities are to improve the congestion on the northern beaches’ roads, support local businesses, improve mental health and inspire innovation through effective collaboration. By subsidising the cost of a Coworking space it allows for more Northern Beaches residents to ditch the drive and work closer to home.

Members of the community will be able to spend less time in traffic, therefore more time with their families and more time working and growing their businesses. This will create a positive impact on the local economy by bringing more business back and provide a boost to the mental health and happiness of all residents.

A subsidy will be provided for all people that currently work in the city and live on the Northern Beaches. Providing them with the option to work from a local Northern Beaches co-working space 3 days per week for a 3-month period. This will give them time to recognise the benefits to their work and home life and provide inspiration for them to continue working from close to home.

Community Pantry Kitchen Serving the vulnerable in Community

Install functional kitchen to serve the community who are less fortunate than ourselves and enhance the facilities for Narrabeen Sharks.

What’s this project about?

To provide a healthy meal, once a week, in a welcoming and safe environment for the community members who maybe homeless, struggling in life or less fortunate than ourselves.  ‍

The new kitchen will help us better cater for this community and will also enhance the Narrabeen Sharks to make better use of their kitchen on Club Days.

The less fortunate and the Narrabeen sharks will benefit due to having access to better kitchen equipment and space. The kitchen will also provide a food serving counter and dishwashing facilities with hot water. A new kitchen would also improve WH&S conditions for those volunteers who serve the community.

The project will be carried out at the end of Junior rugby league season, around September 2019 and before December 2019. A committee will be formed from the Community Pantry and the Narrabeen Shark's Football Club to get the best outcome.

New rescue vessel for Marine Rescue Broken Bay

A new, world-class rescue boat to enable Marine Rescue Broken Bay to save lives on the water.

Location: Bayview

What’s this project about?

A new purpose-built rescue vessel will boost the ability of Marine Rescue Broken Bay to respond rapidly to save the lives of boaters in peril on local waters. 

The powerful new vessel, fitted with the latest technology, will boost Marine Rescue Broken Bay’s operational capability and ensure, it is well equipped for its lifesaving operations on Broken Bay, Brisbane Water, the Hawkesbury River and offshore well into the future.

The Broken Bay area has the highest number of recreational boat registrations in NSW and a corresponding demand for rescue services. A new rescue vessel will improve the safety of this large community of local boaters and the thousands of visitors, who also enjoy our waterways.  ‍

The boat will ensure Marine Rescue Broken Bay crews can respond rapidly and safely to emergencies so boaters in trouble receive help fast.

The boat will be delivered under the Marine Rescue NSW fleet modernisation program.  ‍

It will be purpose-built for local operating conditions by an NSW boat builder in line with standard MRNSW operational, design, equipment and technology requirements. 

The boat’s construction will be supervised by the MRNSW Fleet Manager in conjunction with Marine Rescue Broken Bay.

  • To improve the safety of local and visiting boaters by ensuring rescue crews can respond to emergencies without delay.

Disabled Toilet and Relocated Stairway

Building a new disabled toilet and relocating a stairway which will meet fire safety standards and be Ambulant compliant.

Location: Clareville

Project sponsor: Avalon Sailing Club Ltd

What’s this project about?

Access to a wider community as there will be a disabled toilet and the stairway will by designed to current ambulant standards. This means more people can access the clubhouse and use the facilities. Also, the clubhouse was built in the 1950's and does not meet current standards. This project will decrease the risk of injury if there is a fire or emergency. A safer clubhouse.

1. The building will be safer so the families and children using the clubhouse will have a lower risk of injury if there is a fire. 

2. More people can use the clubhouse as the access ramp and disabled toilet allows for wheelchairs to enter and use the facilities. 

3. The new stairway allows more people to access the lower deck.

We will use a combination of professional contractors and volunteers with overall management by a retired architect who is a volunteer but has the time (and energy) to manage this project. Our estimate covers material, contractors and volunteer components such as rubbish removal and painting. The project will start in May 2020 which is the winter period with minimal sailing activities. It is estimated to take 6 weeks.

  • Our clubhouse was built in the 1950's and no longer meets current building standards. This project will improve safety.

What’s this project about?

The project will improve amenity and safety for the 7000 weekly users by reducing heat and particularly condensation during the October-February period by improving air flow. It will improve amenity and safety for the 2000 weekly spectators by providing fixed seating.  ‍

We expect that by reducing heat and condensation during summer months usage might be expanded by 300 court hours, enabling an additional 300-400 annual users.

NBISC is the only publicly owned multi-court, multi-user facility in the Council area. It is used by 5500 school children and 1500 adults every week.  ‍

 These users increasingly struggle during hot and humid periods. Occasionally the facility cannot be opened due to condensation on the floor. We believe that this project will enable better utilisation during hot and humid periods, enabling more community members to use the facility.

The project will be done on a supply and fix basis. It will be supervised by directors of MWBA and NBISC. ‍

NBISC and MWBA between them have executed ten such projects worth $400k at the site since 2012. These projects are typically done in conjunction with floor sanding when the facility is closed for a week in December. We would expect both projects to be completed by January 2020.

SMART Digital Community Care

An Innovative, intergenerational project using SMART technology improving accessibility and opportunities for students to take careers in the aged/disability sector.

What’s this project about?

Technology is changing the way we interact with others on a daily basis. Young and old alike will benefit from the interaction of learning together. High school students will volunteer to share their knowledge of SMART technology with seniors in the local community and in turn learn about successful and satisfying career paths in a sector in need of more qualified workers. Advantages include: being multi-generational, mobile and self-sustainable.

Better services for the aged and disabled involving and encouraging young people who choose a career path in a caring profession. The entire community will have access to a multifunctional, convenient, easy to use mobile digital platform. This year over 8 million people will be over 65 years of age and need easy, affordable access to services. Our community will be better skilled as a result of this innovative project.

Community groups made up of young and old participants including Community Aid volunteers will gather to share information and skills for anyone, anywhere, anytime and have access to the Narrabeen venue. A project manager will have daily responsibility for the outcomes, ensuring participants have easy access to computers and technical advice and expertise. The Project will commence on 1 October 2019 and run until the last day in September 2020.

A project to install adequate floodlights at the Manly Warringah BMX facility ensuring greater safety and accessibility for riders.

What’s this project about?

The much-loved Manly Warringah BMX and Pump tracks are accessed by hundreds of individuals and families each week. Delivering maximum safety, security and accessibility to these community members is our highest priority. Adequate lighting will reduce the risk of riders getting injured. Additionally, flood lit tracks increase the number of hours for track access, training sessions, competitions and major events. Access to the track in these ways, maximises community participation.

BMX racing is unique because each member of the one family can train at the same time, and compete on the same day at the same facility - regardless of their age, gender or skill level. It promotes a rare level of intergenerational participation, facilitating family connectedness and a healthy lifestyle - this makes our community better off!

Northern Beaches Council has agreed to support and manage this project in partnership with members of the Manly Warringah BMX Club. If the project is successful, the lights could go up immediately!

Re-surfacing of the much-loved Terrey Hills BMX Track to make it usable by all community riders, rain, hail or shine.

What’s this project about?

Terrey Hills consistently has the highest rainfall in Sydney. In its current condition, the track needs to be completely dry for several days before use to avoid significant damage. By sealing the track with up-to-date technology so it is resilient to the elements, this project will immediately deliver to riders and their families the benefit of year-round accessibility. This will increase community enjoyment and satisfaction with this facility.

Members of the community aren't aware of the damage caused when the track is ridden in the wet. Volunteers from the club need to constantly repair the track, so that the entire community can enjoy riding. Sealing the track will foster stronger community bonds, because volunteers can spend their time serving riders and their families by developing the sport and club activities rather than digging in the dirt each week.

Northern Beaches Council has agreed to support and manage this project in partnership with members of the Manly Warringah BMX Club. The track would be resurfaced with "Sic Surface" - a technology used the majority of BMX Tracks in NSW. Sic Surface is a weatherproof and hard-wearing poly aggregate coating for road base, decomposed granite and suitable compactable fill. If the project is successful, this could be installed immediately.

#BetterAccessForQueenscliff - Design and investigations for an accessible walkway or alternates to the most critical part of Queenscliff Headland at Greycliffe Street. Current stair access is not suitable for families with prams, people with disabilities, the elderly and for bike riders. The only viable alternative in close proximity for prams, wheelchairs, the young, the elderly and for wheeling bikes involves crossing the road opposite 41-45 Greycliffe on a corner. Avoiding this corner involves another 1.2km to 3km additional walk. (other stairs have much shorter alternatives). Northern Beaches Council staff in consultation with the community, have identified options for an accessible link between upper and lower Greycliffe Street. A report outlining options, constraints and preliminary cost estimates was considered at the May 2019 Council meeting. The resolution of Council at this meeting was that “Council defer the decision until new alternative solutions can be sourced and the outcome of possible grant applications is known” (Resolution 177/19). SUSTAINABLE benefits for residents, students, commuters and tourists leading to less car use and improved connection between Freshwater and Queenscliff beaches and connection with the transport hub at Manly Wharf. Use of recycled materials and improved native landscaping will be considered in the design and investigations.

Celebrating Sydney's Underwater Forests - Seaweeds are the underwater trees that support Sydney’s coastline. This art-meets-science festival celebrates the importance of these remarkable ecosystems. Free entry event that celebrates involvement with the local marine environment.; Enhances the cultural life of the community by innovative blending of art and science,; Active involvement in restoration of a critical marine habitat; Improved local marine environment, which is intensively used by the community; A better informed, and more engaged, local community; Increased stewardship of our coasts; Enhanced community wellbeing by reconnecting the community with their environment; This project brings together marine scientists from the Sydney Institute of Marine Science, a leading Sydney public arts studio (Studio TCS), and the Manly community. The festival (on World Ocean’s Day 2020) will include restoration of underwater forests, a collaborative art installation highlighting the importance of these ecosystems, interactive educational and children’s activities, and participants from the diverse range of industries and community sectors that rely on these forests.

Soldiers Avenue of Honour Revitalisation Program - This project seeks to manufacture/ install 15 cast bronze plaques depicting the stories of local soldiers who served during WWI.

The Soldiers Avenue of Honour Living Memorial with its heritage listed trees and plaques is an important part of Freshwater’s heritage. It is one of a diminishing number of Avenues of Honour. Each year, major events such as Armistice Day are held in the Freshwater Anzac Precinct comprising a war memorial in Jacka Park as well as the Avenue of Honour. A wide cross-section of the community attends these events. The community will gain an important piece of footpath infrastructure which will improve street safety and access. It provides a prominent focus for community gatherings as a place for remembrance.  Queensland brush box trees will be planted alongside the bronze plaques as part of the revitalisation of the living memorial. These will provide a significant heritage enhancement of the Avenue of Honour.

It is intended that the bronze plaques will be installed prior to 10 November 2019 in a heritage footpath to be completed by Northern Beaches Council in July 2019. The plaques will be manufactured by Cunneens Pty Ltd, in a style like plaques installed elsewhere in the Avenue. A major plaque for Freshwater Surf Club will be installed beside its heritage listed tree (planted in 1922).

Evolve Tennis Academy and the Collaroy Tennis Club are the only venue offering a wheelchair tennis program on the Northern Beaches.
