Collector's Corner: Historic Photographers Of Pittwater: Harold 'Caz' Cazneaux 1878 - 1953 - For anyone who loves photography the visions captured by Harold Cazneaux will feature among their favourites. A gentleman who worked ceaselessly in his chosen vocation for decades, Mr. Cazneaux, or 'Caz' as he preferred to be known, shifted the ground in terms of what was captured and how and when it was captured creating not only imagery of iconic places and events but also photographs that in themselves have become iconic for their style, essence and the presence we sense in them - still. His images of our area allow us to see here as it was prior to the sprouting of suburbs and also celebrate the person placed in this environment, more so when you understand that many of his early and later images of here contain family members. In fact, family was his wellspring, his heart and his home.

Profile: Michelle Perrett Michelle was one of the Artists who took part in the 2015 On Islands Festival at Eramboo where artists were asked to respond to the notion of 'On Islands'. Her work for On Islands - Currents of Memory: an installation of one hundred ceramic miniature canoes displayed on crushed glass. The canoes had inlays of archetypal figures within the vessel offering a medium to enter a collective memory. Michelle was also at Eramboo in 2011 for Unfurl, (Renaissance portraits).

Her third sojourn at Eramboo Artist Environment is the result of securing another residency. In January 2018 Michelle Perrett was awarded the Northern Beaches Council and Eramboo Artist Environment six month residency. The residency included free non-residential studio space, a stipend of $2000, and artistic support at Eramboo Artist Environment to research, experiment and develop new work.  Michelle researched threatened plant species and created a series of sculptural works in porcelain.

On Saturday September 8th these works will premiere as 'Porcelain Flowers: Michelle Perrett' and form part of an extended all the way to Eramboo Manly Arts Festival 2018 - Program available to download here. All are welcome to the opening and other events focused around Michelle's new solo exhibition

As an extra Celebratory Congratulations to the 'Honouring Our First Female Lifesavers' from Terrigal Surf Life Saving Club, winning the Surf Life Saving NSW 2018 Initiative of the Year, we rerun Pittwater Online's celebration of women saving people from the sea and serving on our beaches during WWII - as collated when that great club just over the Broken Bay pond first announced their 'Honouring Our First Female Lifesavers' initiative.

Fire On Lion Island


August 25th, 2018

Late Saturday afternoon Brigades from the NSW Rural Fire Service had a fire on Lion Island reported to them. A storm, with lightening, had passed through the Avalon- Whale  Beach- Palm Beach area with residents seeing the lightening strike on the ilsand just prior to the fire being seen.

"There are a number of factors to consider with this fire, one of them is the native fauna on the island. Lion Island is a Nature Reserve.

Discussion with National Parks and Wildlife Service have determined that due to an endangered penguin colony on the western side of the island that firefighters would extinguish the fire." NSWRFS stated.

Firefighters undertook a small burn to contain the bushfire. The containment fire was visible from Palm Beach and the Umina-Pearl Beach area.

National Parks and Wildlife Service officers will visit the area today (Sunday August 26th) to asses any impact to the native fauna.

Congratulations To Avalon Beach RSL For Farm Aid Event

A great time was had by all last night (August 25th) in a bid to raise funds to lend a hand to those on the land. Starting off with the Bales from the Beaches fundraiser, to which people have contributed thousands of fodder buying dollars, the idea to try out a one-off event led to an afternoon to evening farm fest.

mechanical bull ride, brilliant raffle items, such as a beautiful necklace donated by That New Jewellery Shop, music, snags on a bbq and all staff dressed in country gear and donating their tips into the venture too, pushed the Farm Aid-Bales from the Beach initiative well over 13 thousand dollars in just a few weeks.

For those attending who came away with grins because they won some pretty nice Robert Oatley wines in the raffle, or had a good giggle at mates being 'dismounted' from the mechanical bull, the giving was actually flowing two ways - out to their buddies in the bush and back to themselves for doing something for their fellow Australians.


Well done Angus Rimmer and team - another brilliant idea brought to you and taken forward to a great result!

Congratulations Gwyn Perkins: CBCA Picture Book Of The Year 

A Walk in the Bush,written and Illustrated by Scotland Isalnd gentleman Gwyn Perkins has taken out the 2018 prize for 'Picture Book' in the Children's Book Council of Australia (CBCA) Book of the Year Awards.


Professor Margot Hillel OAM, Chair of the CBCA National Board says, “This is our 72nd Book of the Year Awards and the high number of engaging, imaginative and inspiring stories that continue to be published for young Australians each year is very encouraging, particularly in an age where digital technologies compete for their time and attention.” 

“Young people will always need well-crafted stories and information books to help them understand themselves and other people and navigate the world around them.” 

Of the 444 entries and 36 shortlisted titles, judges have selected one winner and two honour books for the five Book of the Year Award categories and one winner for the Crichton Award for New Illustrators. 

Professor Hillel says, “The 2018 winning and honour books entertain, challenge and inform their readers through powerful narratives, vibrant language, vivid characters and in the case of picture books, stunning illustrations in a broad variety of style and media.” 

Judges for the 2018 CBCA Book of the Year Awards commented on the wide range of themes including contemporary realism in the Older Readers entries, magical realism and historical fiction for Younger Readers, Indigenous themes and traditional outback settings in the Early Childhood category, and two high quality books with deaf children as their central characters. 

The 2018 CBCA Book of the Year Awards announcement were held on Friday 17 August at the State Library of Queensland.

Gwyn Perkins dedicated this great book for young readers 'For Sabene - from Grandad'. Adult readers may well recognise the places, plants and creatures that feature in this work and would enjoy some of the artists other illustrations created to depict humorous captures of island life in his 28 Days on an Island.  

Gwyn Perkins began his artistic career when he won a newspaper drawing prize of one guinea and a box of paints (mistakenly awarded to Miss Gwyn Perkins). He spent many years as a successful animator in the advertising industry, winning the FACTS Best Animator of the Year Award three times and an International Award for Animation. 

Twenty one years ago Gwyn moved to Scotland Island to enjoy a slower pace. He spends his days drawing, sailing and doing odd jobs for his friends and family.

Those members who served the Westpac (Wales Bank) Life Saver Rescue Helicopter Service in its infancy recently met for another reunion but this one was special because of a presentation made to Col Rae.

Col, a Life Member of SLS Sydney Northern Beaches Branch and a former Branch Superintendent, played a very valuable role in the helicopter rescue service in NSW.

''It was in communications,'' said his close friend Peter Gard.

'' First we had the jet boats operating at Fisherman's Beach (Long Reef) and that was also the base for the helicopter service that started in 1973,'' said Peter, who was part of the original crew.

''Col operated the radio room and provided all the information that we needed.

''Without Col's efforts co-ordinating rescues for Sydney Branch and Manly Warringah Branches and other NSW emergency services, the Westpac Life Saver Rescue Helicopter and other rescue services might not be in existence today.'''

Regular Readers will recall the christening of the ‘Col Rae’ IRBdedicated to Col by Bungan Beach SLSC Members in April this year. 

Col became a Life Member of the SLS SNB Branch in 1998, has served on the Board for Surf Sports and is well known for his dedication to training and supporting younger members. In the 1988-89 season he was the recipient of the Harry Ragan Award.

Harry Ragan Award

The Avalon Beach SLSC in memory of their late Life Member Harry Ragan funds the annual award for outstanding service by a Board of Examiner Member. Harry Ragan was a Life Member of Avalon Beach SLSC in 1952, Manly Warringah Branch 1968 and NSW State Centre in 1973. Harry passed away in April 1974 shortly before he was to be formally presented with his State Life Membership badge. His wife Patsie accepted the award on his behalf.

Australia's 30th Prime Minister: The Hon. Scott Morrison, MP

Biography - from Australian federal Government Website

Scott Morrison, or ScoMo as he is better known, was appointed Treasurer in September 2015 and was first elected as the Federal Member for Cook in 2007.

During his more than ten years in the  parliament, ScoMo has established a reputation as a passionate advocate for his local community as well as a proven fixer for difficult policy problems in three senior Cabinet portfolios.

As Minister for Immigration and Border Protection, he successfully stopped the boats. As Social Services Minister, he reduced abuse of the welfare system and put Australia’s social safety net on a more sustainable footing. 

As Treasurer, his achievements have included reducing the deficit, getting debt under control, maintaining Australia's AAA credit rating, record jobs growth, cutting corporate and personal income taxes, ensuring multinationals pay their fair share of tax and  reforming Australia's banking and financial system.

As Treasurer, ScoMo was a senior member of Prime Minister Turnbull's team also serving on the Expenditure Review and National Security Committees of Cabinet, amongst others.

ScoMo lives in the Sutherland Shire in Sydney's south with his wife Jenny and their two young daughters.  He is a netball dad, a member of Shirelive church, number one ticket holder of his beloved NRL Cronulla Sutherland Sharks and a big Tina Arena fan.

Prime Minister Malcolm Turnbull called a leadership spill on 21 August 2018 in order to gauge the confidence of the Liberal Party in his leadership. He defeated challenger Peter Dutton by 48 votes to 35. 

Over the following days, there was repeated speculation about a second spill being called. Mr. Turnbull announced two days later that he would resign the leadership if a spill motion were passed, and Morrison and Julie Bishop announced they would stand for the leadership if that were the case. 

A spill motion was passed on 24 August by 45 votes to 40, and Mr. Turnbull did not run as a candidate in the resulting leadership vote. On the first ballot, Mr. Dutton received 38 votes, Mr. Morrison 36 votes, and Ms Bishop 11 votes. On the second ballot, Mr. Morrison received 45 votes and Mr. Dutton 40 votes. He thus became leader of the Liberal Party and prime minister-designate. Josh Frydenberg was elected as the party's deputy leader, in place of Bishop.

On Friday 24 August 2018, at Government House, Canberra, the Governor-General, His Excellency General the Honourable Sir Peter Cosgrove AK MC (Retd), received the resignation of the Honourable Malcom Turnbull MP as Prime Minister of Australia.

In the evening, the Governor-General and Lady Cosgrove attended a ceremony at which the Governor-General issued the Oath of Office to the newly-appointed Prime Minister of Australia, the Honourable Scott Morrison MP, and Treasurer, the Honourable Joshua Frydenberg MP.


Next Phase Of Infrastructure Improvements To Commence At Mona Vale Hospital

Friday August 24, 2018

Work will commence next week on the construction of a new Support Services Building at Mona Vale Hospital.

The modern building will accommodate necessary hospital support services including kitchens, laundry, cleaning, waste, staff facilities and engineering.

The building will join other new hospital buildings constructed at Mona Vale Hospital in recent years, including the Community Health Service Building in 2016, the Beachside Rehabilitation Unit in 2014 and the expansion of the Palliative Care Outpatient Unit in 2013. 

Work will also commence on the relocation of the hospital’s helipad to enable the construction of a new in-patient building to accommodate specialist inpatient palliative care and inpatient geriatric evaluation and management. The hospital’s emergency building will also be refurbished to provide a new 24/7 Urgent Care Centre.

“This is another important phase in the introduction of modern infrastructure at Mona Vale Hospital,” Rob Stokes said.

“We’re seeing millions of dollars continuing to be allocated to Mona Vale Hospital to ensure services in the future are provided in modern, purposely designed buildings.

“Over the past 7 years there have been huge changes at Mona Vale Hospital as new buildings have been constructed and older buildings have started to be removed. 

“The Mona Vale Hospital campus looks vastly different today than it did only a few years ago.

“Construction crews are again back at Mona Vale Hospital and further infrastructure works will soon be underway,” Rob Stokes said.

Over 250 public hospital staff will continue to work at Mona Vale Hospital in the future and all inpatient, urgent care and community health services will be provided by NSW Health. The entire Mona Vale Hospital campus remains in public ownership.

Mona Vale Hospital will continue to provide a range of existing and new health services including: 24/7 Urgent Care, radiology, pathology, pharmacy, inpatient rehabilitation and assessment, inpatient palliative care, inpatient geriatric evaluation and management, outpatient palliative care, adult and child dental surgery, hydrotherapy, paediatric occupational therapy, paediatric speech pathology, paediatric physiotherapy, adult, youth and child mental health, adult musculoskeletal physiotherapy, acute post-acute care, podiatry clinic, diabetes clinic, community drug and alcohol services, early childhood services, community nursing service, chronic disease community rehabilitation services, carer support services, community aged care/rehabilitation service, continence service, dietetics, outreach maternity antenatal clinic and cardiac rehabilitation.

Volunteers will generally attend to the following duties within a 12 month period; 9 Duty Crew Shifts (9am-5pm Sat or Sun), 3 (of 11) Brigade 2 hour Training Nights, 4 (of 12) Brigade 1 hour Meeting Nights, assist with Fundraising & Community Engagement Activities, Overnight 'Flyer' Response Shifts, Incident callouts to Bushfires and other Emergencies within our community and social activities.

Surfing Australia Announces New Chief Executive Officer

August 24th, 2018

Surfing Australia is proud to announce the appointment of Chris Mater as their new CEO. Chris replaces outgoing CEO Andrew Stark who has been in the role since 2009.


Chris has worked for Red Bull for the past 19 years and was with them on day one of their Australian launch. Based in the USA the last 14 years, he has held various roles including leading all sports marketing for six years and most recently as General Manager for the Red Bull North America region, responsible for over 600 Red Bull and partner employees with $400 million in annual revenue.

In this new role, he will be drawing on his extensive leadership, talent management, marketing, sales and media background with an excellent track record in both strategy and execution. Chris also has a deep passion for sport. He skied professionally as part of the Australian Ski Team in the 90’s and is a passionate life-long surfer, growing up on Sydney’s Northern Beaches.

Layne Beachley AO, seven-time World Champion and Surfing Australia Chair, said: “I’m thrilled to have someone of Chris’s calibre join Surfing Australia. We have big plans for the sport over the next three years encompassing sports development through our current programs as well as making our Olympic debut in Tokyo 2020. It is an exciting time for surfing and Chris’s wealth of knowledge, experience and enthusiasm will lead us into our next phase of success. I’m really looking forward to working with him.”

“Our former CEO Andrew Stark has done an outstanding job over the last 10 years and we are forever grateful for his dedication and unwavering service to the organisation. We wish him continued success and happiness with his new and exciting role with the WSL and Kelly Slater Wave Co. Starky will be incredibly missed but always will be a spiritual member of the Surfing Australia team.”

Chris Mater, Surfing Australia’s new CEO, said: “It’s an incredible privilege and I am very humbled to be given the opportunity to work with the Surfing Australia team, board and partners. Surfing is such an important part of the culture, identity and way of life for many Australians. I am very much looking forward to leading Surfing Australia, sharing the stoke of surfing and supporting its mission.”

Chris will be starting with Surfing Australia on the 15th October and will be based at the recently expanded High Performance Centre at Casuarina, on the North NSW Coast.

Departing CEO Andrew Stark finishes Friday 31st August. In the interim period between 3rd September and October 12th Current General Manager of Partnerships, Digital and Events Jake White will be in the Acting CEO Role.

Surfing Australia is a National Sporting Organisation that was formed in 1963 to establish, guide and promote the development of surfing in Australia.

Please start booking tickets for the Pittwater Rugby Club big night for the YOUth OK foundation that the club has started off our own bat to raise funds for the Youth Off The Streets Foundation and One Eighty Avalon - it is on Wednesday 12 September 2018 at the Park House Hotel on Park Street Mona Vale starting at 6pm. Tickets are $100 per head with food and drinks included - we only have 200 spaces.

The MC is the Voice for Rugby Gordon Bray.

To connect with the Northern Beaches community  and raise awareness of physical and mental health issues of our youth.  Our focus is on youth suicide prevention, and youth homelessness.

We have partnered with Fr Chris Riley Youth Off The Streets, and One Eighty Avalon.  We want to focus on the "WHOLE" of youth issues and connect with youth on the Northern Beaches who need help dealing with daily survival.  For these aspirations to become reality, it is essential the we are seen to be firmly immersed within the life and community, and that wherever possible that young people are provided the opportunity to participate in the life of our community, through programs, activities, sports and through the ethos of YOUthOK.  

Our leaders will guide and support young people, act as mentors and role models to assist our youth through their personal and social development.  The programs that we look to provide will create opportunities for our youth to develop into mature and responsible adults who will play an important role within our communities and within the broader population.

Our Inaugural Fundraising Dinner is to start the ball rolling and get the many voices talking. All funds raised will be split equally between Youth of the Streets and Avalon One Eighty. 

We also have an impressive line up of silent auction items to help us raise the much needed funds. Items ranging from; Japan Rugby World Cup travel and tickets, to grooming products, surfboards, dinners and so much more that these items alone are a great reason not to miss this night.

New Cost Of Living Centres To Help Households Save

August 15, 2018: NSW Government

Service NSW Centres' new cost of living one-stop shops will help households take advantage of eligible rebates and savings.

The appointment service will review over 40 rebates and savings available for eligible individuals and families, saving households an average of $550.   

The appointment service has been rolled out across Service NSW Centres in Wynyard, Lismore, Parramatta, Taree, Wetherill Park, Wagga Wagga, Coffs Harbour, Kempsey, Tweed Heads and Inverell, with a statewide rollout by the end of 2018.

Premier Gladys Berejiklian said many households aren’t aware of the various NSW Government savings and rebates on offer. 

“We know many households still aren’t aware of the more than 40 NSW Government hip pocket measures on offer. We look forward to helping hundreds more households discover what rebates and savings they’re eligible for as this service rolls out further across NSW,” Ms Berejiklian said.

“Since we launched our one-stop shop service across Service NSW Centres we have helped more than 160 households claiming more than $45,000 in savings and identifying more than $59,000 in savings.”

Minister for Finance, Services and Property Victor Dominello said the NSW Government is delivering on its promise of alleviating cost of living pressures for families throughout NSW.

“There are potential savings to be found on the FuelCheck appFree RegoActive Kids vouchers, the Family Energy Rebate and more, and a family with two children could save more than $800,” Mr Dominello said.

“This service provides families with access to an individually tailored one-stop shop service to help them claim NSW Government rebates and refunds.”

Discover The Third Quarantine Cemetery, Set Within Beautiful Coastal Bushland

From 1 to 9 September, we once again celebrate History Week in NSW. To coincide with this History Council of NSW initiative, the Harbour Trust is hosting an event that speaks directly to this year’s theme: Life and Death. 

At 11am on Wednesday, 5 September, we will run an hour-long tour of the Third Quarantine Cemetery at North Head Sanctuary, Manly. 

Established in 1881 for victims of a smallpox epidemic, the cemetery is included on Australia’s National Heritage List as a significant example of the nation’s evolving quarantine practices. 

During a tour of this historically-rich site, our knowledgeable guide will share stories of locals, soldiers, immigrants and quarantine nurses who succumbed to the ravages of small pox, the plague and other epidemics. This is also an opportunity to experience the natural beauty of their final resting place, including unspoiled views of Sydney Harbour.

Community Engagement Commences For Clearways Between Mona Vale And The Spit

Plans to improve traffic flow and ease congestion through Sydney’s northern beaches are now in full swing.

The Member for Manly, James Griffin said after requests from the community and road users, the NSW Government has committed to making further improvements to traffic flow along the Barrenjoey and Pittwater roads corridor, which carries more than 60,000 vehicles each day.

“Commuters are experiencing significant delays and congestion along this corridor in both directions on weekdays and weekends, so further action is needed,” Mr Griffin said.

“Roads and Maritime Services is commencing community engagement on new weekend and extended weekday clearways to improve traffic flow along the corridor between Mona Vale and The Spit.

“Clearways make the most of our existing road network by allowing all lanes to be used during the busiest times of the day, but we also need to find parking solutions within each town centre, to support businesses.

Roads and Maritime Services will work with Northern Beaches Council and businesses to find local business parking solutions. Clearways can then be implemented.

“As planning progresses, Roads and Maritime will keep the community informed about plans for identifying parking within the local area.”

Community members and businesses along the corridor are invited to register their details by emailing clearways@rms.nsw.gov.au to be part of the community engagement for this project.

“Once alternate parking options are determined for each town centre, new and extended clearways will be progressively introduced along the corridor between Mona Vale and The Spit.

“An important part of the program is finding the right balance between parking for local shops and moving motorists and goods around our network.

“The installation of clearways along this corridor would aim to return local roads back to local communities by providing more capacity on the state roads when it is needed most.”

“A single parked car can significantly reduce road capacity and cause major delays on busy road corridors so the NSW Government wants to ensure all lanes are available to improve journey reliability for our new B-Line buses and motorists.

"Motorists are already enjoying faster trips along Mona Vale Road through St Ives after clearways were implemented, with travel time savings of up to 46 per cent and improved safety.”

The club is based out of arguably Australia’s best suburban rugby ground, Porter Reserve, which overlooks Newport Beach. We also boast one of Australia’s largest junior clubs with over 400 junior players. The head coach will be supported by an assistant coach and player manager to assist with administration of the team and various support staff.

Profile: Jordan Upton 'jordyy_flipps'  Last week a young man doing some flips on the sand at south Avalon Beach was spotted by those enjoying the early morning sunshine. He was being watched by another young man half his age who thought he was pretty good, a ‘Ninja warrior’. As it turns out, talking to Jordy Upton was a real eye opener into the world of local dance, young photographers and all the great things someone with a passion for dance, gymnastics and capturing the beauty of our area gets up to when out of school - and even when there too!

Jordan is also a great example of how the older generation can learn from the young. He not only has self taught himself new ‘flips’, he makes and produces his own videos and shares them on ‘Jordyy_Flipps’, his Instagram account, with followers who get a buzz out of all he shares, AND he now has his own photography website too.

Pittwater Online News will get to share Jordan’s photographs as an Artist of the Month – a great way to see how the upcoming generation is not only embracing all you can do and share in the online world but also how they love the place they are in too, especially in Jordan’s case. He has an eye for seeing what’s around him and capturing that to share with others. Jordan is a fantastic example of how a positive attitude can create and share ‘stuff’ that brings a breath of fresh air and a smile for everyone from the young to us 'oldies'. This week a small celebration and insight into a young man with the right attitude who is bringing the outdoors directly to everyone who may be stuck indoors! He just makes you want to DANCE!

Zonta Birth Kit Packing Day Success

Thank you to all the fantastic volunteers from our local community who came along to Barrenjoey High School to help us pack 2000 birthing kits this afternoon (August 18th).

What a huge success, finishing in record time! and all went smoothly. It was also great to see so many students present! - thanks to all.

Many thanks to our Club’s Birthing Kit Committee present, - Sue, Margaret and Bernie.

And thanks to all those who bought raffle tickets and made donations. Proceeds go towards paying for kits assembled next year.

Another successful community event was held at the Northern Beaches Palliative Care Cottage to celebrate Australia’s 6th annual Dying to Know Day. There were 513 such events held throughout Australia. The aim of DTK day is to bring to life conversations and community action around death, dying and bereavement.

Council Holds Webinar On Bullying

What should you do if your child is being bullied, or if they are the one doing the bullying?

Northern Beaches Council will address this very important topic at a webinar on Monday 20 August 2018 from 7.30 to 9pm. The webinar is suitable for parents of 10 to 18 year olds.

Leading parenting expert Dr Justin Coulson from Happy Families will help parents develop strategies to assist their children to build positive connections.

Mayor Michael Regan encouraged parents who have children experiencing problems with bullying to join the webinar. 

“Council covers a large area on the northern beaches, and through webinars, we can reach people who are unable to travel, or who find it more convenient to participate in the information session from home.”

“This is particularly so on a subject such as bullying where some parents may wish to work through the issue privately.” 

“A child’s development can be marred by bullying, so it’s very important that parents have a forum where they can work through strategies to deal with it. At the same time, parents who have a child doing the bullying may be equally anxious to find help,” Mayor Regan said.

The webinar will be interactive and parents can submit questions anonymously. The webinar is free but registration is essential.

Time To Speak Up For Fair Elections

Local Government NSW (LGNSW) has urged councils and community groups to seize the day and ensure their voice is heard at a newly-announced parliamentary inquiry into election funding laws.

The NSW Parliament’s Joint Committee on Electoral Matters has announced the Terms of Reference governing its investigation into the Electoral Funding Act 2018, rushed through the Parliament in May.

LGNSW President Linda Scott welcomed the inquiry, which LGNSW has consistently argued is necessary to resolve significant legislative flaws, including inconsistent expenditure caps on local government candidates, parties and third-party campaigners.

For example, a candidate for Orange City Council would be allowed to spend $0.17 per voter, compared with $0.69 per voter by a candidate for Dubbo Regional Council. In rural Walcha, the allowable spend is $8.71 per voter. Meanwhile, in metropolitan areas, a Campbelltown City Council candidate would be allowed to spend $0.05 per voter, compared with the $0.44 per voter allowed in Waverley.

“Local government supports a move to clearer, cleaner elections at all spheres of government, but the Electoral Funding Act fails to provide this,” Clr Scott said.

“The Government’s agreement to refer the Act to a parliamentary inquiry is a win for democracy, and I thank Special Minister of State Anthony Roberts for heeding the call of NSW Councils, communities and LGNSW.”

Clr Scott said she had released legal advice showing the provisions of the Act failed to establish a scheme that is fair and equitable to all registered voters across NSW.

“Yet this is the very legislation that will apply when local government elections are held in 2020,” she said.

“It is critical that this Committee examine the legislation’s flaws and make recommendations to the Government in time for amendments to be enacted well before local government elections.

 “It is critical that this be more than just a tick-a-box inquiry, and that real action be taken to achieve truly fair and equitable elections.

“And it is even more critical that councillors, prospective councillors and community groups have their voices heard by the Inquiry.”

Clr Scott said the matter was referred to Committee on 15 August with submissions closing in less than a month, on 14 September.

“That does not leave much time, so I am today calling on all those who care about a healthy democracy and fair elections to lodge a submission before the closing date,” she said.

The Act also imposes expenditure caps on third party campaigners – groups such as LGNSW, the NSW Farmers Federation, the Country Women’s Association, ACOSS and the Combined Pensioners and Superannuants Association.

However, the Government has not included expenditure caps on these groups in its Terms of Reference, which means the legislation is likely to stifle information that could help voters make their choice at the ballot box.

“Similar legislation has already been knocked out by the courts, and we think it likely this component of the Act will meet the same fate,” Clr Scott said.

Watch and Act - Salt Ash Fire (Port Stephens LGA)

A bush fire is burning in the Lemon Tree Passage Rd, Salt Ash area. The fire has burnt more than 1486 hectares.

Current Situation

As a result of easing weather conditions, the Salt Ash Fire has been downgraded to Watch and Act.

Firefighters will continuing backburning operations throughout the night and as conditions allow. People in the area will notice an increase in fire activity as this occurs.

Lemon Tree Passage Road is currently being assessed prior to being reopened. However, NSW Police are escorting people out of the area while this assessment is completed.

Power and telecommunications in the area have been disrupted due to the fire.

Currently there are no confirmed reports of property loss or damage.

Advice

People in the areas of Tanilba Bay, Mallabula and Lemon Tree Passage should continue to monitor the situation closely and remain vigilant. Ensure you know what you will do should the situation change.

Follow the advice of firefighters on the ground.

The Palm Beach Mermaids Are In Marla!

Our very own Variety the Children's Charity 2018 B to B Bash participants are in Marla as this week's Issue comes out, a little over halfway through their 10 day sojourn through outback Australia as they wend their way from Bonnyrigg to Braitling.

Along the way they are supporting rural towns and 11 schools where they can see the efforts of their fundraising first-hand.

Vietnam Veterans Day 2018

A Vietnam Veterans Day Commemoration Service was held at the Manly Cenotaph on Friday August 17th. The National Servicemen's Association & Affiliates Inc and the Sydney Northern Beaches Sub-Branch, in conjunction with the Northern Beaches Council honoured those who served our country during the conflict in Vietnam. The Service was attended by Members of the Pittwater RSL Sub Branch, the Veterans Centre Sydney Northern Beaches, James Griffin, MP for Manly, Tony Abbot, MP for Warringah, Jason Falinski, MP for Mackellar, Mayor Michael Regan, Councillor Kylie Ferguson and students from Stella Maris College, Manly and Manly Village Public School.


On Saturday, August 18th, Members of the Palm Beach RSL Sub Branch held a Commemorative Service at the club Cenotaph which was attended by Members from the Branch along with Members from Avalon Beach Sub Branch and friends from further afield.

Minister for Veterans’ Affairs Darren Chester paid his respects to all those who served in the Vietnam War, laying a wreath at the Vietnam Veterans Remembrance Day Service at the National Australian Vietnam Forces Memorial, ANZAC Parade, Canberra.

“The Vietnam War was Australia’s longest military engagement of the 20th Century with almost 60,000 Australians serving during a decade of conflict between 1962 and 1972,” Mr Chester said.

“Each year on the anniversary of the Battle of Long Tan, Australia commemorates all those who served in the Vietnam War, including the more than 500 Australians who lost their lives.”

“Today we acknowledge and honour all who served in Vietnam during 10 years of war and we honour the veterans who have lost their lives in the years since they returned, those who still carry the physical and emotional scars of their service and the families that have stood by them.”

Vietnam Veterans Day is commemorated on 18 August every year. The day was originally known as Long Tan Day, chosen to commemorate the men of D Company, 6RAR who fought in the battle of Long Tan in 1966. On that day, 108 Australian and New Zealand soldiers fought a pitched battle against over 2,000 North Vietnamese and Viet Cong troops in a rubber plantation not far from the small village of Long Tan. The Australians prevailed, but only after fighting in torrential rain for four hours. They were nearly overrun, but were saved by a timely ammunition resupply, accurate artillery fire from the nearby Australian base, and the arrival of reinforcements by armoured personnel carrier. Eighteen Australians lost their lives and 24 were wounded, the largest number of casualties in one operation since the Australian task force had arrived a few months earlier. 

August 18th, 2018 marks the 52nd anniversary of the Battle of Long Tan.

RPAYC General Manager Appointed

The RPAYC Board takes great pleasure in announcing that after a very thorough recruitment process, Craig Evans has been appointed to the role of RPAYC General Manager.   

Craig has been the General Manager of the Cruising Yacht Club of South Australia for 13 years and prior to that he was a Board Member of that Club for 3 years. During Craig’s tenure at the CYCSA he has had many achievements including assisting in the design and project management of an entirely new marina facility and a significant clubhouse upgrade.   

Craig was awarded the inaugural Global Marina Institute’s International Scholarship to study Advanced Marina Management in the UK. Craig has a focus on building and improving member facilities and services such as hospitality and boatyard operations and has demonstrated growth and increased satisfaction in these areas at the CYCSA.   

Craig is an experienced sailor and has been racing for much of his life. Starting in off-the-beach classes from the age of seven, he was a member of the Largs Bay Sailing Club for 15 years followed by 32 years racing keelboats at the CYCSA.  Craig has competed in many national and international events and as a navigator he has completed numerous offshore races.  He has competed in nine Sydney Hobart Races with three podium finishes including winning the 2000 Sydney Hobart aboard SAP Ausmaid.  An active and passionate sailor Craig looks forward to driving boating and member participation at RPAYC.

Members will have the opportunity to welcome Craig ahead of him taking up the role as he and his wife Julie will join us on Saturday 1 September to celebrate the start of the season with our Opening Day celebrations. 

Craig’s start date is currently being finalised and as soon as this is determined we look forward to sharing it with members.

In the meantime, Suzanne Davies will finish up on Friday 24 August and Nick Elliott will remain as Acting General Manager, Company Secretary and Licensee until Craig’s arrival.

Things are going very well for all of our projects in Soibada. That is thanks to you, our supporters. There are so many of you, helping us out in different ways, none of it could be done without you. Over the next few weeks I am going to highlight a few of the things that have been particularly helpful - and also ask for some assistance in new areas!

The exciting new Pasadena Pantry & Fresh is set to open at the Pasadena. Long-time offshorer Colin Pitstock is the entrepreneurial spirit behind the project. Bon vivant, Woody Pointer, Christmas choir host for a phenomenal five years, and willing Elvina Bay fireshed kitchen hand, Colin says PP&F is aimed at making life easier, tastier, fresher and more convenient for residents of the Bays and Scotland Island.

“Our focus is the offshore community who will be offered a discount swipe card for their purchases,” he said. “We can’t compete with Coles or Woolies, but we’ll do our best to keep prices on everyday essentials as low as possible.”

The store will be solar powered, as plastic free as possible and provide refill stations for cleaning products, olive oils, suntan products, even fresh eggs (bring your own cartons). Soda Stream and LPG Swap ‘n Go will also be stocked.

“We’re also currently negotiating with the State Government to provide a bottle return station,” Colin said. “Anyone who’s spent time enjoying the magic of Pittwater, realises the critical importance of doing everything possible to protect the environment.”

Colin, well known for his appreciation and commitment to quality food, has travelled the State to taste and source the best cheeses, olives, dips, sliced meats, oils and vinegars for the gourmet deli section. There’s a fine cheddar from South Australia, double smoked bacon from a traditional German smokehouse in Taree, duck salami from Richmond and fabulous condiments created by providores from the Hunter Valley, Bowral and all points north and south.

“Finding amazing and delicious Australian made products crafted by passionate artisans using locally grown ingredients, was a labour of love,” he said, grinning and patting his ample stomach.

Colin, who will soon be joined in the business by Venezuelan chef, Pepe Obispo, plans to offer yachties a range of tasty morsels carefully selected for twilight racing or pleasure cruising.

"Customers will be able to place orders on line or over the phone to be ready for pick-up when they arrive,” Colin said. “We’ll also stock a range of Vego, Vegan, Gluten Free, spelt and Organic products to suit every taste. If anyone has a special request, let me know and I’ll try to source it.”

Pasadena Pantry & Fresh will also stock a selected range of wines and craft beers.


“I look forward to hosting regular wine and cheese tastings and to saying hello to the offshore community when we open our doors for business in the next few weeks.”

As part of his core principles, Colin hopes to employ local staff who share a love and knowledge of Pittwater and quality food.

"We’re looking for motivated people, preferably with cash and computer skills, but we’re willing to train if necessary.”

Computer Pals NB AGM 2018

The 23rd Computer Pals for Seniors Northern Beaches AGM took place at Dee Why RSL on Wednesday August 15th. As you can see there were some laughs as well as business attended to:


Computer Pals for Seniors Northern Beaches is a club that has been active since 1995. We help interested seniors use their computers/devices more effectively. It is part of a popular and expanding network of similar computer clubs in Australia. The Northern Beaches club is a foundation member of the Australian Seniors Computer Clubs Association, (ASCCA) that was formed in 1998 to give these clubs a national voice.

Computer Pals for Seniors Northern Beaches is a non-profit organisation run by seniors for seniors. All members of the committee, and the trainers, are volunteers. Membership is open to people over the age of 55 years who have retired from full time work but may still be working up to 20 hours per week. In special circumstances membership may be offered to other people if they apply to the Committee.

Training currently takes place at The Dee Why RSL while the Tramshed Arts and Community Centre in Narrabeen is being renovated. We operate on a Monday and Tuesday from 9.00am to 5.00pm and on Wednesday from 9.00am to 12.00 noon. Our Club is closed during public and school holidays.

Training is one-on-one so you can work at your own pace with no pressure to keep up with others.

Whether you want to send emails or edit a video, there will be a gap between your current knowledge and the skills you need to achieve a good result and enjoy the process. Our club logo carries the words “Bridging the gap” and our aim is to help you bridge your knowledge gap whether it’s small or large.

New Rules For Short-Term Holiday Rentals

August 15, 2018: NSW Government

Guests and owners of short-term holiday rentals in NSW will need to follow a mandatory code of conduct from 2019.

The new code of conduct will apply to online accommodation platforms such as Airbnb and HomeAway, letting agents, hosts and guests.

It will ensure local communities continue to benefit from short-term holiday rentals, while protecting neighbours from anti-social behaviour.

The code of conduct will establish a ‘two strikes and you’re out’ policy. Hosts or guests who commit two serious breaches of the code within two years will be banned for five years and be listed on an exclusion register.

Online accommodation platforms and letting agents will not be allowed to offer services to anyone, or any dwelling, that is listed on the exclusion register.

Minister for Better Regulation Matt Kean said the short-term holiday letting reforms bolster NSW’s sharing economy while clamping down on unruly guests.

“Our plan is a win-win. It acknowledges the huge financial contribution online booking platforms make to the NSW economy, but also takes a zero-tolerance approach to raucous guests,” Mr Kean said.

Changes are also being made to the Strata Schemes Management Act 2015 so owners’ corporations can pass by-laws to ban short-term letting in their block, if the host is not present, and they get a 75 per cent majority vote.

We have partnered with Fr Chris Riley Youth Off The Streets, and One Eighty Avalon.  We want to focus on the "WHOLE" of youth issues and connect with youth on the Northern Beaches who need help dealing with daily survival.  For these aspirations to become reality, it is essential the we are seen to be firmly immersed within the life and community, and that wherever possible that young people are provided the opportunity to participate in the life of our community, through programs, activities, sports and through the ethos of YOUthOK.  

Our leaders will guide and support young people, act as mentors and role models to assist our youth through their personal and social development.  The programs that we look to provide will create opportunities for our youth to develop into mature and responsible adults who will play an important role within our communities and within the broader population.

Our Inaugural Fundraising Dinner is to start the ball rolling and get the many voices talking. All funds raised will be split equally between Youth of the Streets and Avalon One Eighty.

Funding For Dundundra Falls Reserve

Friday August 17th, 2018

Member for Pittwater Rob Stokes today announced Dundundra Falls Reserve at Terrey Hills has been awarded NSW Government funding to assist with the protection of its spectacular native bushland.

A grant of $77,505 has been provided under the NSW Government’s Restoration and Rehabilitation Program to help preserve and enhance the reserve’s native vegetation and fauna habitat.

Dundundra Falls Reserve covers 38 hectares of Crown Land and is carefully managed by an enthusiastic and passionate group of local volunteers and expert bush regenerators. The Reserve serves as an important natural buffer between the residential areas of Terrey Hills and Ku-ring-gai Chase National Park.

“Dundundra Falls Reserve is an enormously significant area of our community,” Rob Stokes said today.

“The reserve is home to a variety of threatened flora and fauna species and two endangered ecological communities. 

“The strategic location of Dundundra Falls Reserve, on the fringe of Ku-ring-gai Chase National Park, means it serves as an important line of defence against domestic stormwater runoff and noxious weeds.

“An enormous amount of work is carried out by local volunteers and bush regenerators to ensure this little-known yet spectacular area of our community is maintained and improved.

“I’m delighted the NSW Government is continuing to support the management and preservation of Dundundra Falls Reserve,” Rob Stokes said.

New Cost Of Living Centres To Help Households Save

August 15, 2018: NSW Government

Service NSW Centres' new cost of living one-stop shops will help households take advantage of eligible rebates and savings.

The appointment service will review over 40 rebates and savings available for eligible individuals and families, saving households an average of $550.   

The appointment service has been rolled out across Service NSW Centres in Wynyard, Lismore, Parramatta, Taree, Wetherill Park, Wagga Wagga, Coffs Harbour, Kempsey, Tweed Heads and Inverell, with a statewide rollout by the end of 2018.

Premier Gladys Berejiklian said many households aren’t aware of the various NSW Government savings and rebates on offer. 

“We know many households still aren’t aware of the more than 40 NSW Government hip pocket measures on offer. We look forward to helping hundreds more households discover what rebates and savings they’re eligible for as this service rolls out further across NSW,” Ms Berejiklian said.

“Since we launched our one-stop shop service across Service NSW Centres we have helped more than 160 households claiming more than $45,000 in savings and identifying more than $59,000 in savings.”

Minister for Finance, Services and Property Victor Dominello said the NSW Government is delivering on its promise of alleviating cost of living pressures for families throughout NSW.

“There are potential savings to be found on the FuelCheck appFree RegoActive Kids vouchers, the Family Energy Rebate and more, and a family with two children could save more than $800,” Mr Dominello said.

“This service provides families with access to an individually tailored one-stop shop service to help them claim NSW Government rebates and refunds.”

Service NSW can arrange an interpreter to assist customers with disabilities or who speak a language other than English.

Australian Open Surfing Team Announced For ISA World Surfing Games

Surfing Australia is excited to announce the Australian Open Surfing Team for the 2018 International Surfing Association (ISA) World Surfing Games, to be held on September 15th- 22nd  in Tahara, Japan.

Athletes have been selected based on their rankings on the 2018 World Surf League World Championship Tour, Qualifying Series or Australia/Oceania Junior Tour.

Surfing Australia’s National High Performance Director Kim Crane said, “We’re excited to be taking the Australian Open Surfing Team to this event; it provides us with a chance to compete in the beach conditions at Tahara, to understand the format, embrace a performance opportunity, and build momentum on our ‘Team Australia’ culture.

"The Olympic qualifying system states that the 2019 & 2020 ISA World Surfing Games is imperative for athlete selection in the Tokyo 2020 Games, so this presents a significant opportunity for these athletes to not only perform on the world stage for their country but also to capture some learnings that our National Squad athletes will be able to apply in the 2019 & 2020 events. We have a great mix of experience and youth, so as individual competitors it’s a terrific opportunity for our athletes to show up as a team, for each other.”

Sally Fitzgibbons, current World Surf League and Australian National Squad athlete said: “It's a huge honour to be selected to represent our country in Japan for the ISA World Surfing Games and to Captain the team. Its such a unique opportunity to be in a team environment like this and continue to build the culture as Team Australia heading toward the 2020 Olympics. I've always wanted to check out Japan and the epic surf culture. I can't wait to head over to ride some waves, learn as a competitor and share this experience with my super talented teammates and coaching staff. C'mon Aussies.”

Digital Learning Brings The World To The Classroom

Eight public schools have been recognised for their innovative use of technology to enhance teaching and learning – inside and outside of the classroom.


Mount Ousley Public School students use technology from Kindergarten.

And size is no barrier when it comes to delivering digital learning at the highest level. That’s the message from the 220-student Mount Ousley Public School, named today as the state’s Digital Lighthouse School at the inaugural Technology 4 Learning (T4L) Awards for its comprehensive, cross-curriculum embrace of digital learning.

The school has adopted a BYOD policy from Kindergarten to Year 6 and uses a range of technologies including robotics, blue screen filming, drones and coding.

It has partnered with the University of Wollongong on a virtual reality research program and brings the world to the students through global empathy projects and by connecting with astronauts on the International Space Station.

Mount Ousley Public School was one of eight schools recognised by the Department of Education for innovative use of technology to enhance teaching and learning at the school.

NSW Department of Education Technology for Learning Director Mark Greentree said he was proud to acknowledge and celebrate the innovative work the winning schools, students and teachers were doing with technology.

“I’m excited at the prospect of empowering other schools to embark upon a technology for learning journey of their own,” he said.

The awards were announced today at the Department of Education’s annual CIO’s Technology in Schools Conference, with the winners running workshops for participants to hear their story and be inspired by their success.

The NSW Department of Education is committed to empowering schools to teach today’s students the skills to solve the problems of tomorrow by providing state-of-the-art information and communications technologies, including robotics, makerspaces and digital learning and administration tools.

The $23 million STEMShare Community project, announced last week by the Premier, Gladys Berejiklian, will provide all NSW public schools with access to cutting-edge technology to ignite students’ interest in Science, Technology, Engineering and Mathematics subjects (STEM) subjects.

The STEMShare Community program includes classroom kits with robotics, 3D printing, coding, film-making, and virtual and augmented reality – all vital technologies for the study of STEM Science subjects.

In its first year, the T4L Awards recognise schools that are inspiring and leading change locally, as well as participating in online and physical communities that develop the skills of the teaching profession and inspire organisation-wide change.

New HSC Course To Nurture Our Next Generation Of Scientists

The State’s top science students will be challenged to achieve at even higher levels with a new course in the 2019 Higher School Certificate intended to foster future scientists and researchers.

Premier Gladys Berejiklian and Education Minister Rob Stokes formally launched the new course, HSC Science Extension, at Sydney Girls High School today.

“We want to be able to provide our next generation of scientists with the knowledge and skills they need to lead modern scientific research,” Ms Berejiklian said.

“This new course will inspire and challenge some of our best students and prepare them for the many future jobs that we know will need high-level STEM expertise.”

The focus of the new course is a scientific research project that each student may undertake in association with Australian and international researchers, universities and research institutions. Projects could also involve partnering with industry to pursue a research idea that has commercial application.

HSC Science Extension will enable HSC students for the first time to study seven units of science from 2019, allowing keen science students to take on Physics, Biology, Chemistry and the new Science Extension course.

“Never before has our education system offered a science course like this that will help make a link between school science and tertiary studies,” Mr Stokes said.

“It’s a cross-disciplinary course that will engage our top young science students to really challenge themselves.”

“In keeping with the technology focus of the course, the students will be examined with a computer-based exam at the end of their studies,” he said.

The new HSC Science Extension course means students seeking a career in the STEM fields can be challenged in the same way as advanced English, Mathematics and History students who have the option of undertaking extension courses.

The first students to undertake the HSC Science Extension course will begin the program on Monday 15 October.

 Given several names throughout its operating days; the 'Pasadena Roadhouse', 'Pasadena Motel', 'Pasadena Lodge Motel', 'Pasadena Club', 'Pasadena Cabaret', as well as 'Pasadena on Pittwater' and being a community hub under the auspices of the Gone Fishing Gallery just prior to being placed on the market, this structure, unlike The Rock Lily and Barrenjoey House, has changed a few times during its decades as part of our community. Those structural changes, some to meet an expanding clientele for a popular resort, have not changed the peace, quiet and sense of grandeur any visitor to this tucked away idyll of Pittwater senses when standing on the foreshores of Church Point and gazing towards the Ku-Ring-Gai Chase National Park.

Prior to the opening of the first version of the Pasadena camping and cottages, some advertising themselves as boarding houses, provided visitors to the area with a wide range of places to stay and even, in the La Corniche of Bayview, proprietor Mr H Rainaud, a restaurant that was travelled to for luncheon that also had people who stayed there.

Artist of the Month: August 2018: Mia Galo Avalon Beach resident Mia studied design, Photography, Life Drawing, Graphics and Sculpture at Sydney College of the Arts. She has worked as an Art Director and Illustrator for 15 years as well as a Designer and Consultant. Her professional Painting career commenced in 1995. Her works are eclectic, sublime, divine and demonstrate finesse across a range of mediums.  

Mia also has a strong commitment to community and people, donating time and creating works and being involved in numerous charities.

Proposal To Name A Reserve - Surfrider Gardens

Following community engagement in 2017, Council submitted to name a reserve on Ocean Street in Narrabeen 'The Kirsop Surfrider Gardens' to the Geographical Names Board (GNB) in NSW.

That name was rejected.

As reported to Council on 26 June, the GNB supports the name 'Surfrider Gardens' if it is advertised for public comment and endorsed by Council.

Council resolved to publicly exhibit the proposed new name for the reserve for a period of 28 days and to bring any submissions back to Council for consideration.

Newport Breakers Rugby Club is currently seeking applications for the Head Coach and other coaching roles for the 2019 season. Newport Rugby Club is a leading 3rd Division NSW sub-districts club. The club fields 3x grade sides and 1x colts and has enjoyed recent on field success with 2 grand finals (2nd and 3rd grade) and a premiership in 2017 (3rd grade). The club has a strong playing roster and boasts rich traditions, a strong financial position and an organised, experienced and passionate committee and supporter base. The club is based out of arguably Australia’s best suburban rugby ground, Porter Reserve, which overlooks Newport Beach. We also boast one of Australia’s largest junior clubs with over 400 junior players. The head coach will be supported by an assistant coach and player manager to assist with administration of the team and various support staff.

Community Feedback Welcome On New Shared-Use Bridge: Narrabeen

Northern Beaches Council is seeking community feedback on a proposed pedestrian and cycle path along Pittwater Road over the Narrabeen Lagoon.

The proposed multi-use path will be two and a half metres wide and will be located to the west of the existing road bridge.

Mayor Regan said the existing pedestrian and cycle path requires much needed attention, as it is narrow and difficult to access as a shared path.

“The section of path across the Pittwater Road Bridge has been identified as a bottleneck and safety hazard for cyclist and pedestrians,” Mayor Regan said.

“Council is pleased, with the support of Transport for NSW’s B-Line project, to be addressing this pinch point as part of our Connecting Communities program linking Northern Beaches cycleways and shared paths.

“The Pittwater Road path over Narrabeen Lagoon is a key section, popular with kids and families along the Narrabeen Lagoon Trail and a significant north-south link for pedestrians and cyclists.

Council is seeking feedback on the aesthetic elements of the design.

As the proposal continues to develop, detailed environmental assessments will need to be undertaken.

This will include assessment of impacts to flora and fauna (both marine and terrestrial), waterway impact assessments, and species impact statements.

The new pedestrian and cycle path is likely to be open for use in 2020.

There are no plans to upgrade Roads and Maritime NSW’s existing road bridge as part of this project.

Northern Beaches residents are being encouraged to highlight the brilliant women in their community, with nominations now open for the 2019 NSW Women of the Year Awards.
 
Member for Manly James Griffin said the Awards recognise women who have demonstrated excellence in business and society or made outstanding contributions, both personally and professionally.
 
“So many local women pour their heart and soul into their careers, families and volunteer work, which strengthens and enriches our local community,” Mr Griffin said.

Update On The Ingleside Planned Precinct

May 11, 2018: From NSW Dept. of Planning
We have reviewed the submissions and feedback received on the draft Land Use and Infrastructure Implementation Strategy, which was exhibited from December 2016 to February 2017, and are working through the next phase of the planning process. A summary of the submissions received and our responses is available here.

In response to issues raised by the community and to comply with the draft Planning for Bushfire Protection Policy 2017, a Bushfire Risk Assessment is being prepared. We have also undertaken other additional technical work including:
  • traffic and transport modelling, especially around Mona Vale Road
  • planning for infrastructure provision
  • water cycle management and flooding assessment
  • assessment of environmental impacts including additional surveys, for example around biodiversity across the precinct and along the proposed ecological corridors.
We are working with Northern Beaches Council and other Government agencies throughout this process. 

Next steps
We aim to release the revised Land Use and Infrastructure Implementation Plan (known as the Precinct Plan) in late 2018. 

A draft Local Character Statement (LCS) is also being prepared to define the existing character of the area and capture the community’s values and aspirations. The draft LCS will be based on the extensive community consultation undertaken to date and will be an essential reference guide for the Department to use in finalising the draft plan for Ingleside.

There will be more opportunities for the community to provide feedback. 

The revised Precinct Plan, draft Local Character Statement and supporting documents will open for public comment when they are released later in 2018, and the Department will have a range of ways available for you to have your say.

PHIL JENKYN COMMENTS ON WALKER GIPA CASE

The judgement in the Phil Walker GIPA case seeking KPMG documents relating to forced council mergers was released 8 August 2018 – read the judgement here.

In spite of Walker’s contention that the Government had waived its ‘Cabinet-in-confidence’ privilege over KPMG reference documents including the Business Case, the Tribunal held that the privilege remained, and followed earlier ‘KPMG’ decisions.

So, how difficult is it for the public to get important information that it needs from the Department of Premier and Cabinet?

The answer is extremely difficult if the Government wants to hide controversial and embarrassing information.

First it makes it really hard for the public to find out what information and documentation it has in its records.

It will have already stamped everything that might cause it grief with ‘Cabinet-in-confidence’.

If it receives a GIPA request for information, it designates staff that know little of the subject matter to make the decision and to do the searches. It then claims privilege or that the documents can’t reasonably be found.

One might be tempted to say it is a sham process.

The important point is that the Government is still hiding the KPMG documents detailing the analysis and impacts of the forced merger proposals. No one was able to evaluate the Government’s global claim of $2billion or any part of the alleged benefits, as they were based on these KPMG documents. These benefits in fact have not now materialised.

Good councils, including Pittwater and Tumbarumba to name just two of many, had their councils destroyed on a lie still being perpetrated by this Government.

All communities whose councils were forcibly merged are entitled to a referendum to get their councils back.

The Walker case was the last chance for the Government to release this information. Not to do so means that they will be forever condemned as a dishonest, deceptive, arrogant and incompetent government that fails to listen to communities and will never learn.

Clearly such a government does not deserve to govern.

Perhaps one can conclude with a learned Court of Appeal judge, Justice Basten in the Ku-ring-gai case on this very issue. To quote his words:

“The subject matter of the controversy is the amalgamation of local government areas. The proposals had to be the subject of examination and report, including a public inquiry. It would be incoherent for the Minister to assert that any material presented to Cabinet to support an amalgamation of local government areas should not be disclosed. Particularly is that so where the proposal expressly relied on financial information which was derived from an external report submitted to Cabinet.”

The truck has just had it's biggest boost yet! Maria Regina Catholic Primary School Avalon have collectively made the biggest donation to date! We were speechless when we were told that the parents, teachers & student have all put in their own cash to raise a total of $2,160... yep $2,160!!!!

With a total (only 9 days in, and no end date yet) currently at $5,480 we think the 10k goal can easily be reached and hopefully smashed!

Council Wins An Award And A Special Commendation

Northern Beaches Council has been recognised for excellence in communications for its community engagement initiatives in the early planning for the area around the soon-to-be opened Northern Beaches Hospital.

Council won the communications award, one of five councils to do so, for the Northern Beaches Hospital Precinct Structure Plan at the RH Doherty Awards during NSW Local Government Week.

It was a good night for Council. It was also highly commended for its Northern Beaches Brand Roll Out campaign.

Commenting on the award for the Hospital Precinct Structure Plan, the judges said: “The whole of community was the audience, a complex project which covered so many bases, developed messages for all its audiences, and truly displayed excellence.”

It was the second time the Hospital Structure Plan has been singled out for praise. In July, it received a special commendation in the 2018 Greater Sydney Planning Awards, hosted by the Greater Sydney Commission.

Northern Beaches Acting CEO, Helen Lever said it was an honour to win the award as well as the special commendation for the Brand Roll Out campaign.

“Raising awareness of the new Council following amalgamation was a lengthy but very important process which involved months of consultation with the community.

“We really wanted our community to be involved in creating a new brand and identity so they knew who we were, what we stood for and how we would represent them.

“I’m delighted that our efforts were recognised in this commendation,” Ms Lever said.

On winning the award for the Structure Plan, Ms Lever said: “Northern Beaches Council places a high priority on community engagement and consultation in development planning.

“Council undertook a four-year engagement process to encourage maximum community input and to foster community ownership of the overall land use planning process.”

With an estimated 385,000 women dying annually in childbirth, many from infections acquired during childbirth, there is a great need for these birthing kits.  Most women need assistance due to isolation, cultural choice or poor transport and have little or no assistance during childbirth. Many mothers and babies die from preventable infections. By providing a clean birthing kit, and training in how to use it, these mothers will have the resources to reduce infection.

Birthing Kits are assembled under the auspices of the Birthing Kit Foundation (Australia)  - a not-for-profit non-government organisation (NGO) that provides birthing kits and education in clean birthing practices. BKFA originated from the Zonta Clubs of Adelaide Hills and has grown to be supported by Zonta Clubs across Australia. 

Well over 100,000 kits are assembled and distributed each year.  Each birthing kit is made up of six simple items assembled into a small plastic bag.

WINTER BOOST FOR BEAR COTTAGE

Monday August 6th, 2018
Member for Manly James Griffin joined Bear Cottage staff and volunteers to announce a huge $150,000 funding boost from the NSW Government to support Bear Cottage’s work in providing care and comfort for children with life-limiting conditions and their families.

The funding was provided through NSW Health and the Minister for Health Brad Hazzard, who commended the team at Bear Cottage for their efforts in supporting children and providing excellent paediatric palliative care in Manly for the benefit of everyone in New South Wales.

Member for Manly James Griffin echoed the Minister’s sentiments and congratulated Bear Cottage on the funding announcement.

“Bear Cottage – its families, staff and volunteers – hold a special place in the hearts of many people both here in Manly and around New South Wales,” Mr Griffin said.

“The quality of the paediatric care here in Manly is second to none, and I am proud to see this Government continue to invest in palliative care both here and around the State, across all demographics and for the benefit of all.”

Last year the NSW Government invested an additional $100 million in palliative care services across NSW over the next four years, which included training for 300 nurses and allies health staff, 300 scholarships for rural and regional staff to enhance palliative care skills and 30 additional nurses in hospitals and nursing homes.

“Whilst the NSW Government undertakes the largest health infrastructure investment ever on the Northern Beaches, including the new Northern Beaches Hospital and the Brookvale Community Health Centre, we will always continue to support and invest in the important services at Bear Cottage and we will continue to foster health and wellness services nearby at the Manly Hospital site.”

The additional funding provided to Bear Cottage mirrors work being undertaken by NSW Health Infrastructure, who have conducted an evidence-based needs analysis for services on the Manly Hospital site, including provision for an adolescent and young adult hospice, another Australian first.

The NSW Government has already committed $2 million in recurrent funding to support a young adult hospice at the Manly Hospital site, which will be independent of Bear Cottage but also provide world class palliative care services for young people.

Newport Junior Rugby Clubhouse Extension

We are all very privileged to be part of this great rugby club.
The current committee has approved plans with the support of the senior club to extend our club house to build a girls change room and if funds allow other modifications!

The introduction of girls rugby has been amazing and is growing. We want to do all we can to encourage more girls to play rugby and stay in the game.

We also want to leave a bit of legacy behind as we pass through for future generations.

We also have invited the Newport Netball club to be part of this build as they too will enjoy the facilities in the future.

Ten LGAs To Commence Bush Fire Danger Period On 1 August

July 24, 2018: NSW RFS
The NSW Rural Fire Service (NSW RFS) today announced 10 Local Government Areas (LGAs) will commence the Bush Fire Danger Period (BFDP) on Wednesday 1 August 2018, due to prevailing dry conditions.

NSW RFS Deputy Commissioner Rob Rogers said the 10 LGAs that will enter the BFDP on 1 August 2018 are Armidale Regional, Clarence Valley, Glen Innes Severn, Inverell, Kyogle, Lismore, Richmond Valley, Tenterfield, Uralla and Walcha.

Deputy Commissioner Rogers said a number of factors, including local fuel conditions, are considered before declaring a variation to the statutory BFDP that commences on 1 October 2018.

“Areas in the north of the state are experiencing extremely dry conditions and it is a worrying sign, especially given we have only received half of average rainfall during winter and no meaningful rain is forecast in the next few months,” Deputy Commissioner Rogers said.

“Conditions along the coast and especially west of the ranges are drier than average, which is of great concern leading into the bush fire season, especially given firefighters have attended 525 bush or grass fires in the past week alone, compared to 276 for the same period last year.”

During the BFDP, land owners and managers are required to obtain a Fire Permit from their local Fire Control Centre before lighting any fires, including hazard reduction burns.

Minister for Emergency Services Troy Grant said that despite current cold temperatures across the state, now is the time for residents and land managers to start preparing for the threat of bush fire.

“We saw with the Holsworthy fire in April, as well as a Watch and Act fire west of Port Macquarie just last week, bush fires can strike out of season and it is vitally important to be prepared,” Mr Grant said.

“This means doing really simple things like cleaning your gutters, removing combustibles from your yard, ensuring hoses can reach all corners of your property and completing or updating your bush fire survival plan, so you and your family know what you will do in the event of a bush fire.”

“I encourage households to update or create a bush fire survival plan and make sure the whole family knows what to do when faced with a fire. It could save your lives.”

Profile: Rick Millar: When on the beach during the Summer of 2013, marvelling at the surfboat races for the Sydney Northern Beaches Branch Premiership, many on the sand pointed to Mr. Millar and said Pittwater Online should speak to him, that he has trained over a thousand people and is the best in the business, some even nicknaming him ‘god’ in reference to surfboats, training crews and sweeping.

Although Rick stated there’s no way he has trained one thousand, he has been doing it for decades in fact, and was recognised by Pittwater Council with a  Certificate of Appreciation for Services to Surf Life Saving on the Northern Beaches in 2012 and Premiers Award for Volunteer services in 2017.

On the morning of Saturday August 4th we received the very sad news that our community has lost Rick.

Rick was a legend and giant to many in our community and will be badly missed. Everyone who has had some opportunity to spend time with him, to be supported or encouraged by him, given some insights into life knows it was a privilege to be around him.

He adored his daughters, and wife, adored his grandchildren. 
He was friend, great mate and mentor to thousands more in the community too.

As requested by scores of people, Rick's page runs again for all of of us who already miss him - this week a small insight into over 40 years of a passion for surf boats and people.

History: Pasadena Road House – Church Point: Pittwater Restaurants You Could Stay At (rerun by request) 
 Given several names throughout its operating days; the 'Pasadena Roadhouse', 'Pasadena Motel', 'Pasadena Lodge Motel', 'Pasadena Club', 'Pasadena Cabaret', as well as 'Pasadena on Pittwater' and being a community hub under the auspices of the Gone Fishing Gallery just prior to being placed on the market, this structure, unlike The Rock Lily and Barrenjoey House, has changed a few times during its decades as part of our community. Those structural changes, some to meet an expanding clientele for a popular resort, have not changed the peace, quiet and sense of grandeur any visitor to this tucked away idyll of Pittwater senses when standing on the foreshores of Church Point and gazing towards the Ku-Ring-Gai Chase National Park.

Prior to the opening of the first version of the Pasadena camping and cottages, some advertising themselves as boarding houses, provided visitors to the area with a wide range of places to stay and even, in the La Corniche of Bayview, proprietor Mr H Rainaud, a restaurant that was travelled to for luncheon that also had people who stayed there.

Artist of the Month: August 2018: Mia Galo Avalon Beach resident Mia studied design, Photography, Life Drawing, Graphics and Sculpture at Sydney College of the Arts. She has worked as an Art Director and Illustrator for 15 years as well as a Designer and Consultant. Her professional Painting career commenced in 1995. Her works are eclectic, sublime, divine and demonstrate finesse across a range of mediums. Mia also has a strong commitment to community and people, donating time and creating works and being involved in numerous charities.

Surf Life Saving Sydney Northern Beaches Partners With International College Of Management

This summer you'll see some brand new Patrol tents up and down the beaches. 

It's now official. The International College of Management Sydney (ICMS) is the new major sponsor of Surf Life Saving Sydney Northern Beaches.

The college, based at Manly, has entered into a three-year agreement with SNB and their logo will be displayed prominently on patrol tents at our 21 clubs on the northern beaches this coming season.

At the official launching, SLSSNB CEO Steve McInnes said: "Our mission is to save lives, create great Australians and build better communities.

''ICMS and Surf Life Saving share a lot of common goals and aspirations, particularly in educating and developing our younger generation and future leaders.''

As part of the sponsorship, SLSSNB will take on a scholarship winner as an intern for work placement at the SNB Branch office during the summer surf sports season.

The scholarship winner will be announced at the next trimester's ceremony in October.

Scholarships are an integral part of the ICMS culture allowing those from Australia and overseas countries the opportunity to study at the prestigious college. An Open Day will run on Sunday August 12th  so you can learn lots more about the wide range of ICMS Courses and tour the campus.

Member for Pittwater Rob Stokes, who is also NSW Education Minister and a Patrol Captain at Mona Vale Surf Life Saving Club, welcomed the ICMS’s support for Surf Life Saving Sydney Northern Beaches. 

“It is wonderful to see these two northern beaches institutions working together for the benefit of our community,” Rob Stokes said. 

“I thank ICMS for supporting our surf life savers and anticipate this will be a partnership that is highly rewarding for all involved.”

The 2018-2019 Patrol Season for volunteers on our beaches commences on September 29th with Surf Club Community Open Days, so you can learn more about how you can get involved in your local surf club, a few weeks prior to that.

'BALES FROM THE BEACH' is an Avalon Beach RSL club donation initiative, to raise much needed funds for Australian Drought Relief programs. It is sponsored by the Neal family.

All members and guests are encouraged to buy either a $10, $20, $50 or $100 sticker, write a message on it and stick it to the 'BALES FROM THE BEACH' truck. Hopefully over the coming weeks and month's we will see this truck full of Bales from patrons and community members.

On Tuesday, all students from Maria Regina will be dressing up in the theme of “Bales from the Beach”. Students are encouraged to come dressed as either a beach goer or as a farmer and bring a donation to go towards our school contribution to the Bale from the Beach truck.

Australia to assist Greece with fire recovery efforts

Australia will provide disaster assistance to Greece following the devastating fires that struck near Athens on 23 July.

This tragic event has claimed 92 lives, with several people remaining missing.  Our thoughts and those of the Australian people are with the people of Greece who have been affected by this catastrophic event.

Australia will send 10 Disaster Assistance Response Team members from Fire and Rescue NSW and Victoria Fire and Emergency Services. The team will conduct fire impact assessments in the affected areas.

We are well placed to support Greece in recovery efforts, drawing on our experience of devastating bushfires at home.  

The Assistance Response Team will be supported by Crisis Response Officers from the Department of Foreign Affairs and Trade and Emergency Management Australia, who will assist Greece to plan and coordinate recovery efforts.

Australia and Greece have a longstanding and close friendship. We stand together with Greece during its time of need.

Australian Firefighters Also going to US

Specialist Australian firefighters are also flying to the United States to help battle massive wildfires burning along the West Coast.

Australian and New Zealand firies are heading to northern California, Oregon and Washington to help tackle the wildfires that have caused the loss of six people, destroyed 500 homes and burnt more than 375,000 hectares across 14 states.

The contingent includes NSW Rural Fire Service (NSW RFS),  Fire and Rescue NSW (FRNSW) and Forestry Corporation of NSW (FCNSW) who will join their interstate colleagues as part of the 188 strong Australian and New Zealand contingent. 

The Australasian Fire and Emergency Service Authorities Council’s National Resource Sharing Centre is facilitating the deployment of Australian and New Zealand personnel following a formal request for assistance made by US fire authorities.

Minister for Lands and Forestry Paul Toole said the contingent would remain in the US for up to six weeks.

Proposal to name a reserve - Surfrider Gardens

Following community engagement in 2017, Council submitted to name a reserve on Ocean Street in Narrabeen 'The Kirsop Surfrider Gardens' to the Geographical Names Board (GNB) in NSW.

That name was rejected.

As reported to Council on 26 June, the GNB supports the name 'Surfrider Gardens' if it is advertised for public comment and endorsed by Council.

Council resolved to publicly exhibit the proposed new name for the reserve for a period of 28 days and to bring any submissions back to Council for consideration.

COMMUNITY SERVICES TO REMAIN AT NORTH HEAD SANCTUARY

Member for Manly James Griffin and Minister for Disability Services Ray Williams announced three residential properties at North Head Sanctuary will not be leased as private rentals whilst a plan for long term community use is developed by local charity and not-for-profit organisations. 

Mr. Williams presented Community Northern Beaches with a grant for $15,000 to cover the costs associated with the properties, which are owned by the Harbour Trust, whilst the business case is developed. 

Mr. Griffin thanked both Mr. Williams for his support in securing the funding and the CEO of the Harbour Trust, Mary Darwell, for the Harbour Trust’s support while he worked towards securing a long term community model for the site. 

“In the past these three properties have been vitally important in providing respite for carers of family and friends with mental illness, and it is equally important that we retain them for community use and maintain respite services here on North Head,” Mr Griffin said. 

“With Community Northern Beaches, carers and other community services– we will work over the next three months to develop a business case and long term model for the future use of these properties, to ensure they stay in the community’s hands.” 

Mr. Griffin was initially approached by carers who had used respite services historically located at the site at North Head, who requested Mr Griffin to step in and approach community service providers to develop a solution to ensure the continued provision of community services. 

The properties – on Saint Barbara’s Avenue on North Head – were formerly managed as respite for carers of family and friends with mental illness by One Door Mental Health. 

“There was no way I was prepared to let these properties go and I am grateful to the Harbour Trust for being such good partners and allowing us time to develop a proposal to continue providing these vital services, including respite for carers of family and friends with mental illness.” 

Mr. Williams congratulated the community on coming together to work on a business case and long term model for the site. 

“This is a perfect example of community organisations and volunteers coming together to retain the services we need in our local communities,” Mr Williams said. 

“I look forward to seeing the business case progress and where the NSW Government may be of assistance here at North Head in the future.” 

Mary Darwell, Harbour Trust CEO said the Harbour Trust is pleased to be involved in the partnership. 

“The Harbour Trust will continue to work with Mr Griffin to identify a mix of appropriate uses across the site as we continue to make North Head Sanctuary accessible to the community,” Ms Darwell said. 

Community Northern Beaches will work with other community organisations, including an army of local volunteers, over the next three months to develop a viable long term proposal for the site.

Kick a Goal with Sport Grants

Member for Pittwater Rob Stokes is encouraging sporting clubs in Pittwater to apply for funds under the NSW Government’s Local Sport Grant Program.

The program will provide up to $50,000 for local sporting club projects throughout the community.

The four project types (sport development, community sport events, sport access, and facility development) aim to increase regular and on-going sport participation.

Clubs must contribute to their chosen project either financially or through the use of voluntary labour, donated materials, equipment, or other resources directly related to the project.

“These grants provide a fantastic opportunity for local sporting groups to help address barriers to participation and get even more people active,” Rob Stokes said today.

“We’re fortunate to live in such a beautiful part of the world with such a variety of sporting clubs and facilities.

“I look forward to seeing the next group of projects delivered under this program and the many benefits they’ll provide,” Rob Stokes said.

Hempel Sailing World Championships Aarhus 2018 

Good luck to Natasha BRYANT and Annie WILMOT, Jason WATERHOUSE and Lisa DARMANIN, Paul DARMANIN and Lucy COPELAND, and all of the many other Australians sailing in the Sailing World Championships.

Held every four years, the Sailing World Championships is one of the biggest global sailing event in the world. Hempel Sailing World Championships Aarhus 2018 is also the first big qualification for the Olympic games in Tokyo 2020: the World Championships will include all 10 Olympic boat classes.

With 1,400 sailors from 85 nations in close to 1,000 boats in 10 Olympic classes studded with stars old and new, the competition (August 2-12) promises to be ferocious, with epic head-to-heads in every fleet.

Community feedback welcome on new shared-use bridge: Narrabeen

Northern Beaches Council is seeking community feedback on a proposed pedestrian and cycle path along Pittwater Road over the Narrabeen Lagoon.

The proposed multi-use path will be two and a half metres wide and will be located to the west of the existing road bridge.

Mayor Regan said the existing pedestrian and cycle path requires much needed attention, as it is narrow and difficult to access as a shared path.

“The section of path across the Pittwater Road Bridge has been identified as a bottleneck and safety hazard for cyclist and pedestrians,” Mayor Regan said.

“Council is pleased, with the support of Transport for NSW’s B-Line project, to be addressing this pinch point as part of our Connecting Communities program linking Northern Beaches cycleways and shared paths.

“The Pittwater Road path over Narrabeen Lagoon is a key section, popular with kids and families along the Narrabeen Lagoon Trail and a significant north-south link for pedestrians and cyclists.

Council is seeking feedback on the aesthetic elements of the design.

As the proposal continues to develop, detailed environmental assessments will need to be undertaken.

This will include assessment of impacts to flora and fauna (both marine and terrestrial), waterway impact assessments, and species impact statements.

The new pedestrian and cycle path is likely to be open for use in 2020.

There are no plans to upgrade Roads and Maritime NSW’s existing road bridge as part of this project.

Northern Beaches residents are being encouraged to highlight the brilliant women in their community, with nominations now open for the 2019 NSW Women of the Year Awards.
 
Member for Manly James Griffin said the Awards recognise women who have demonstrated excellence in business and society or made outstanding contributions, both personally and professionally.
 
“So many local women pour their heart and soul into their careers, families and volunteer work, which strengthens and enriches our local community,” Mr Griffin said.
 
“I urge locals to submit a nomination and let the women in their lives know how much they are valued and appreciated.”
 
Minister for Women Tanya Davies officially opened statewide nominations ahead of the 2019 Women of the Year Awards program, which will be celebrating its eighth year.

Zonta Birthing Kit Packing Day 2018

The Zonta Club of Northern Beaches Inc and Barrenjoey High School are organising a day to pack Birthing Kits for women in developing countries. Members of the local community are invited to help.  We plan to pack 2000 kits.



With an estimated 385,000 women dying annually in childbirth, many from infections acquired during childbirth, there is a great need for these birthing kits.  Most women need assistance due to isolation, cultural choice or poor transport and have little or no assistance during childbirth. Many mothers and babies die from preventable infections. By providing a clean birthing kit, and training in how to use it, these mothers will have the resources to reduce infection.

Birthing Kits are assembled under the auspices of the Birthing Kit Foundation (Australia)  - a not-for-profit non-government organisation (NGO) that provides birthing kits and education in clean birthing practices. BKFA originated from the Zonta Clubs of Adelaide Hills and has grown to be supported by Zonta Clubs across Australia. 

Well over 100,000 kits are assembled and distributed each year.  Each birthing kit is made up of six simple items assembled into a small plastic bag.

A donation of just $3 buys the materials for one kit and the training program for its delivery.  You can help us by making a donation on the day.  For full details of the Birthing Kit Program see the BKFA website at https://www.bkfa.org.au/.

Update on the Ingleside Planned Precinct

May 11, 2018: From NSW Dept. of Planning
We have reviewed the submissions and feedback received on the draft Land Use and Infrastructure Implementation Strategy, which was exhibited from December 2016 to February 2017, and are working through the next phase of the planning process. A summary of the submissions received and our responses is available here.

In response to issues raised by the community and to comply with the draft Planning for Bushfire Protection Policy 2017, a Bushfire Risk Assessment is being prepared. We have also undertaken other additional technical work including:
  • traffic and transport modelling, especially around Mona Vale Road
  • planning for infrastructure provision
  • water cycle management and flooding assessment
  • assessment of environmental impacts including additional surveys, for example around biodiversity across the precinct and along the proposed ecological corridors.
We are working with Northern Beaches Council and other Government agencies throughout this process. 

Next steps
We aim to release the revised Land Use and Infrastructure Implementation Plan (known as the Precinct Plan) in late 2018. 

A draft Local Character Statement (LCS) is also being prepared to define the existing character of the area and capture the community’s values and aspirations. The draft LCS will be based on the extensive community consultation undertaken to date and will be an essential reference guide for the Department to use in finalising the draft plan for Ingleside.

There will be more opportunities for the community to provide feedback. 

The revised Precinct Plan, draft Local Character Statement and supporting documents will open for public comment when they are released later in 2018, and the Department will have a range of ways available for you to have your say.

Profile:  Katandra Bushland Sanctuary - Katandra, an aboriginal word meaning “the song of birds”, is open to the public every Sunday from July to October, 10am to 4pm. Katandra is a sanctuary for flora and fauna where the wildflowers are their most colourful during spring but all year round there are opportunities for bird watching and many of our local species of other fauna inhabit Katandra. 

The sanctuary covers 12 hectares and is situated on the Ingleside- Warriewood escarpment. Choose to follow a short walk of about 1km or the longer 2km track through rainforest remnants with creeks and fern-fringed pools.

Although Open Days at Katandra Bushland Sanctuary are suspended for a few weeks as there was a hazard reduction burn around the yurt on Saturday July 28th - pop up mid August and enjoy one of Pittwater's hidden treasures.

History: Roads To Pittwater: The Sandspit Punt and Spit Bridge - although people could access Pittwater the long way round without having to go on water, and following aboriginal tracks that had been expanded and widened, a punt service and then a bridge several decades later, ensured salt breezes all the way along a purely coastal route!

Artist of the Month: July 2018:  Jessica Birk- Artist: Mixed Media Artist, Printmaker, Sculptor, PainterJessica  was born on the Northern Beaches of Sydney where she is still living and working. Birk is a proud descendant of the Yaegl people, from the Northern Rivers of NSW, The Clarence Valley. 

A former Cromer High School student, Jessica graduated with a Bachelor of Fine Arts from the College of Fine Arts at the University of New South Wales in 2007. Since the beginning of her studies in 2003, Jessica has participated in a number of exhibitions including a Solo Exhibition at Manly Regional Art Gallery in 2006 and has continued to work on commissioned artworks. Jessica has won wide recognition for her work, including being named the joint winner of the 2009 QANTAS Young and Emerging Indigenous Art Award and as a finalist in the 2006 Parliament of NSW Indigenous Art Prize. More recently, Jessica completed an Artist Residency at the Bilpin International Ground for Creative Initiative and a Solo Exhibition at Willoughby Council's Incinerator Art Gallery in 2012.

Boating Facilities Upgrade - Rowland Reserve, Bayview

The upgrade works at Rowland Reserve are temporarily on hold and have been rescheduled for completion in September.

We are committed to completing the commuter wharf works at Church Point prior to relocation of infrastructure to Rowland Reserve.

Unfortunately, the proposed extensions to the commuter wharf have been delayed, pushing out the time for completion of works at Rowland Reserve.

Making Young Cyclists Safer

July 23, 2018: NSW Government
The NSW Government is increasing the age limit that allows children to ride their bicycles on the footpath.
A change in cycling laws will allow children to feel safer on their bikes and encourage physical exercise by cycling to school.

Children under 16 years of age and adult riders who are supervising them will be able to ride on the footpath.

Cyclists on the footpath must wear a helmet, keep left and give way to pedestrians.

Minister for Roads, Maritime and Freight Melinda Pavey said the new cycling measures would help to keep young people safe.

“Children are some of our most vulnerable road users and as a government, we are always looking at new initiatives to protect our young people and support them to be safe on and near the road,” Mrs Pavey said.

Proposal To Name A Reserve - Surfrider Gardens

Following community engagement in 2017, Council submitted to name a reserve on Ocean Street in Narrabeen 'The Kirsop Surfrider Gardens' to the Geographical Names Board (GNB) in NSW.

As reported to Council on 26 June, the GNB supports the name 'Surfrider Gardens' if it is advertised for public comment and endorsed by Council.

Council resolved to publicly exhibit the proposed new name for the reserve for a period of 28 days and to bring any submissions back to Council for consideration.

We are all very privileged to be part of this great rugby club.
The current committee has approved plans with the support of the senior club to extend our club house to build a girls change room and if funds allow other modifications!

The introduction of girls rugby has been amazing and is growing. We want to do all we can to encourage more girls to play rugby and stay in the game.

We also want to leave a bit of legacy behind as we pass through for future generations.

We also have invited the Newport Netball club to be part of this build as they too will enjoy the facilities in the future.

New Tailor Made School Uniform Policy A Win For Parents And Students

The public school uniform policy is being streamlined in an effort to make things simpler – and more affordable – for schools and parents.

Premier Gladys Berejiklian and Education Minister Rob Stokes announced the new policy today, which includes for the first time an option for girls to wear shorts and pants.

“Back when I was in public school, there was no option. The new modern makeover makes uniforms practical and comfortable for students, with affordability for parents front and centre,” Ms Berejiklian said.

“For families we know every dollar counts and we want to do everything possible to drive down cost of living pressures.”

The new policy states that all schools include items that are affordable, comfortable and made from easy care fabric.

Mr Stokes believes the new policy will be popular with schools, students and parents as it is now simple to understand, as opposed to the previous policy that was 24 pages.

“The new clear and concise policy that comes into effect this term is just two pages. Parents asked for a better policy and I am proud to provide one,” Mr Stokes said.

“It is important to remember that families need to have access to the most affordable uniforms possible,” he said.

Mr Stokes said the Government had heard parents loud and clear – and addressed the amount of notice for schools changing their uniforms following feedback.

“Most families buy items to last several years, so we have changed the notification period to three years on costly apparel, so parents aren’t caught out having to re-purchase expensive items such as blazers,” Mr Stokes said.

PRESIDENT RICHARD WEST – REPORT OF MONA VALE HOSPITAL FORUM
held Wednesday 18 July 2018

There was standing room only at the meeting at the Mona Vale Community Hall when President Richard West addressed the meeting about the Northern Beaches Hospital at Frenchs Forest. An estimated 400 people attended.

NORTHERN BEACHES HOSPITAL – FRENCHS FOREST
There is concern that it is a private/public contract to be run by Healthscope. It is a level 5 hospital. Patients with major trauma, stokes, those requiring cardiac surgery will have to go to the level 6 Royal North Shore Hospital (RNSH). This will delay treatment for these conditions. There is a golden hour for major trauma and patients with strokes who require thrombolysis treatment to dissolve brain blood clots and must be assessed and treated within 3 hours to obtain the best results.

MONA VALE HOSPITAL
The preferred option of the meeting was for Mona Vale Hospital to remain a level 3 Hospital and remain in public hands.

At present it is intended that its role is to provide complementary services for the Northern Beaches Hospital. There will be an acute care centre, rehabilitation, live in palliative care and geriatric care at Mona Vale plus an upgraded helicopter service.

The proposed Acute Care Centre must be staffed by trained emergency doctors and nurses so they can resuscitate critically ill patients who cannot reach the Northern Beaches Hospital.

Rob Stokes has announced a $150 million new purpose-built ambulance station at Mona Vale Hospital. However there needs to be a review of ambulance services in Pittwater. The Avalon ambulance station needs to be a fully operational station. The ambulances must remain in Pittwater and not go roving all over the city.

According to Google maps the travel distance from Palm Beach to Mona Vale Hospital is 14 kms wth travel time of 22 minutes. From Palm Beach to the Northern Beaches Hospital at Frenchs Forest the distance is 28 kms and the travel time is 42 minutes – without traffic and flooding! This is equivalent to travelling from Beecroft to Frenchs Forest.

PALM BEACH LANDSCAPING
The project is progressing well. Richard West met with Russell Jenkins from NBC who is in charge of the project and walked the beach last week. The Council have the budget to complete most of the project, with the exception of Kiddies Corner, during this financial year.

The next phase will be at the northern end to Governor Phillip Park.

PBWBA has contacted the council suggesting the large sand stone blocks (see photo) which have been placed north of the Pavillion be moved closer to the new path to provide more room for safe parking.
The original plans showed low post and rail.


The council has offered to the meet with PBWBA next week so we can discuss the options. A mixture of blocks & post and rail, blocks only, post and rail only?

Note: The Avalon NAB branch is closing in early August with Mona Vale branch the closest – another loss for Avalon Beach.

MEETING – PITTWATER COMMUNITY ALLIANCE
Pittwater Forever has become Pittwater Community Alliance. (PCA).
It comprises 11 community groups with the Mona Vale Residents Group about to rejoin.

It is a good forum to discuss common issues affecting all of Pittwater. Meetings have been arranged later in the month with the member for Pittwater Rob Stokes and NBC Mayor Micheal Regan and a separate meeting with NBC Mayor Michael Regan and David Kerr, General Manager Planning, Place & Community to discuss planning issues.

NORTHERN BEACHES COUNCIL
The Northern Beaches Council has announced the appointment of Ray Brownlee to the position of Chief Executive Officer.

Mayor Michael Regan said Mr Brownlee boasts an impressive 30 year career in local government as an engineer, asset and contracts manager and most recently as General Manager of Randwick City Council since 2004

PBWBA welcomes the new CEO and is looking forward to working with him.

Council’s decision to install parking restriction signs for northbound traffic in sections of Whale Beach Rd is currently being implemented ‑ the poles for the “No Parking” signs were erected last week.

“Northern Beaches Walking Plan” Many Community comments made about the lack of footpaths and safe access to bus stops on Barrenjoey Road. Council has increased the new footpath budget to $3 mill for 2018/19 as a result of the submissions to the Walking plan.

Kick A Goal With Sport Grants

Member for Pittwater Rob Stokes is encouraging sporting clubs in Pittwater to apply for funds under the NSW Government’s Local Sport Grant Program.

The program will provide up to $50,000 for local sporting club projects throughout the community.

The four project types (sport development, community sport events, sport access, and facility development) aim to increase regular and on-going sport participation.

Clubs must contribute to their chosen project either financially or through the use of voluntary labour, donated materials, equipment, or other resources directly related to the project.

“These grants provide a fantastic opportunity for local sporting groups to help address barriers to participation and get even more people active,” Rob Stokes said today.

“We’re fortunate to live in such a beautiful part of the world with such a variety of sporting clubs and facilities.

“I look forward to seeing the next group of projects delivered under this program and the many benefits they’ll provide,” Rob Stokes said.

Grants For Volunteer Training Projects 

Surf Life Saving NSW’s volunteers put their lives on the line to patrol our beaches, saving the lives of locals, visitors and tourists. In addition to their hours spent patrolling our beaches, volunteer trainers and assessors spend an estimated 50,000 hours each year training new and current volunteers to ensure their clubs’ sustainability into the future.

As part of a Federal Government funded program for Vocational Education and Training (VET), Surf Life Saving NSW has committed almost $1 million over the next two years to local projects delivered by Surf Life Saving Clubs and Branches to improve outcomes in Member Training & Education.

“We rely on the skill and passion of our volunteer trainers and assessors to motivate and engage new and existing members and this vital injection of funding will help to ensure they have the support and recognition they need to do their important work,” said Steven Pearce, CEO of Surf Life Saving NSW.

“This funding will complement national and state-led projects and will enable a localised approach to tackling the challenges associated with recruiting and retaining volunteers to assist with the delivery of training and education.”

Louise Cooke, Surf Life Saving NSW Learning & Development Manager added, “Any programs or projects which aim to attract new volunteers into club Education teams, to increase the diversity of these teams or to retain and recognise existing trainers and assessors will be considered. This is a great opportunity for clubs and Branches to work collaboratively and to innovate to solve local recruitment and retention issues.”

Update: Remembrance Day Poppy Wall For Avalon Beach RSL 

If you liked the display in Avalon Beach RSL foyer this week of ANZAC comprised from crocheted and knitted poppies you may wish to get involved with the group that is knitting more of these for a larger display for Remembrance Day 2018. It is hoped enough are made to fill the garden and cover the garden fence of the RSL.

An donor has committed to providing the wool and another 150 balls have arrived on Thursday - all you need to do is join in!

Already 12 ladies are busy knitting and crocheting away. You can help by dropping made flowers into the Avalon Beach RSL Club or join the group in the club on Mondays at midday. Just look for Dannie Sloper.

Proposed Licence - Leachate Treatment Plant And Pipeline - Kimbriki Resource Recovery Centre

In accordance with Section 47A of the Local Government Act 1993, Northern Beaches Council hereby gives public notice of its intention to issue a licence to Kimbriki Resource Recovery Centre (KRRC) toallow for the construction of a Leachate Treatment Plant on site, and a pipeline to connect to the existing Sydney Water sewer main situated in a Council public reserve known as Cooyong Road Reserve, being Lot 15 in DP237301 located to the rear of 25 and 27 Currong Circuit, Terrey Hills.

The purpose of the construction of the Leachate Treatment Plant and associated pipeline is to provide a reliable method for the treatment and disposal of leachate generated on site.

Residents Want 'Welcome To Pittwater' Sign Returned

Pittwater Online has been contacted by a number of residents this week expressing their dismay that the 'Welcome to Pittwater' sign as you come along Wakehurst Parkway has disappeared.

Although many of the former Pittwater Council logos are disappearing or being scrubbed out from the names of wharves, obviously to be replaced by the new 'design', readers have expressed this cheery sign made them many feel welcomed and gave those returning home a boost after a long day.

As Pittwater is now a Ward, with different boundaries, the wish expressed is that such a sign may be returned and placed where the new lines mark Pittwater's circumference so that good cheer may continue.

Defending champions Burleigh Heads Boardriders Club will look to go three in a row in 2018, having won the nudie Australian Boardriders Battle Series Queensland State Qualifying round in 2016 and 2017. 

The nudie Australian Boardriders Battle is officially sanctioned by the World Surf League (WSL), which allows Australian WSL Championship Tour surfers (men and women) the opportunity to represent their local boardriders club at respective state qualifying events as well as the national final.
 
The purpose of the nudie Australian Boardriders Battle program is to build the profile and capacity of community boardriders clubs Australia-wide.  In the past five years, Surfing Australia has invested over $750,000 into Surfing Australia affiliated boardriders clubs as part of the nudie Australian Boardriders Battle series.

The 2018 nudie Australian Boardriders Battle is Australia’s biggest grassroots boardriders event and involves more than 60 of Australia’s best boardrider clubs across eight state qualifying rounds with 24 clubs competing at the National Final in Newcastle.

Palm Beach Landscaping Works A Close Shave

Residents have forwarded a few photographs of recent landscaping works (PB South) that are going ahead at great speed. Readers will remember the proposed boardwalk is now on hold due to the large number of community objections and will form part of a future consult, when announced.

The below photo was taken Saturday July 7th to demonstrate that this rather short sedan is almost in the road, with the suggestion that;

"These blocks at South Palm Beach need to be placed 2+ feet closer to the path. My cars rear bar/corner is level/over the white line and the bus would hit it. 

These stones are a bad choice as car owners cannot see them and do not want to touch park on them. So subsequently their tails stick out further into traffic."

Pittwater RSL Club Grants

Thank you to those who attend the recent ClubGRANTS Category 2 Presentation evening. We love supporting our community and finding out the difference these groups make.

This year we have donated over $175,000 to community groups ranging from sporting groups to general interest groups.

Nominate The Next NSW Woman Of The Year

Northern Beaches residents are being encouraged to highlight the brilliant women in their community, with nominations now open for the 2019 NSW Women of the Year Awards.
 
Member for Manly James Griffin said the Awards recognise women who have demonstrated excellence in business and society or made outstanding contributions, both personally and professionally.
 
“So many local women pour their heart and soul into their careers, families and volunteer work, which strengthens and enriches our local community,” Mr Griffin said.
 
“I urge locals to submit a nomination and let the women in their lives know how much they are valued and appreciated.”
 
Minister for Women Tanya Davies officially opened statewide nominations ahead of the 2019 Women of the Year Awards program, which will be celebrating its eighth year. 
 
“These Awards are our chance to recognise exceptional women across the State, particularly those who have excelled despite adversity or made contributions that improve the lives of others,” Mrs Davies said.
 
“Women from all walks of life make outstanding contributions to our communities while overcoming gender inequity to pursue their personal and professional goals.”
 
The 2019 NSW Women of the Year Award categories include:

New Sporting Facilities Planned For Warriewood

Northern Beaches Council is planning new netball and multi-use courts in the Warriewood Valley, with the plans adopted last night for community feedback.

Council recently purchased 3 Boondah Road Warriewood and a draft Plan of Management and concept for the site has been developed, which includes four hard-court netball courts, a multi-use court, a 57 space carpark and a public amenities building.

The proposed plan also retains significant trees on the site, establishes a wildlife corridor link at the rear of the park and provides for additional landscaping and water sustainable urban design features.

The proposed works will be funded through development contributions raised from Warriewood Valley developments.
Northern Beaches Mayor Michael Regan said the plan was in response to increased demand for more sporting facilities flagged in Council’s Sportsground Strategy in 2017.

“The Warriewood Valley needs more sporting facilities and Northern Beaches Council is getting on with the job of delivering for the community.

“More lit hard-surface netball courts was identified to provide suitable playing surfaces for all grades.

“Other sports options were also investigated. As a result, a small basketball court is proposed and the netball courts will be available for other activities and informal games.

“These facilities will cater to the needs of the growing community in the Warriewood Valley now and in the future.

“Not only do these high-quality facilities promote a healthier and more active community, it also leads to greater opportunities for social interaction from playing sport and volunteering.”

The property at 3 Boondah Road Warriewood was purchased by Council in 2017 with the intention of using the land for sports activities and general recreation. To date, Council has been clearing the land in preparation for potential development of the site once the community consultation process is complete.

The Plan of Management and concept plan will be on public exhibition from 30 June to 5 August 2018. If approved the draft plan will be implemented in 2019.

Zonta Birthing Kit Packing Day 2018

The Zonta Club of Northern Beaches Inc and Barrenjoey High School are organising a day to pack Birthing Kits for women in developing countries. Members of the local community are invited to help.  We plan to pack 2000 kits.



With an estimated 385,000 women dying annually in childbirth, many from infections acquired during childbirth, there is a great need for these birthing kits.  Most women need assistance due to isolation, cultural choice or poor transport and have little or no assistance during childbirth. Many mothers and babies die from preventable infections. By providing a clean birthing kit, and training in how to use it, these mothers will have the resources to reduce infection.

Birthing Kits are assembled under the auspices of the Birthing Kit Foundation (Australia)  - a not-for-profit non-government organisation (NGO) that provides birthing kits and education in clean birthing practices. BKFA originated from the Zonta Clubs of Adelaide Hills and has grown to be supported by Zonta Clubs across Australia. 

Well over 100,000 kits are assembled and distributed each year.  Each birthing kit is made up of six simple items assembled into a small plastic bag.

A donation of just $3 buys the materials for one kit and the training program for its delivery.  You can help us by making a donation on the day.  For full details of the Birthing Kit Program see the BKFA website at https://www.bkfa.org.au/.

Update On The Ingleside Planned Precinct

May 11, 2018: From NSW Dept. of Planning
We have reviewed the submissions and feedback received on the draft Land Use and Infrastructure Implementation Strategy, which was exhibited from December 2016 to February 2017, and are working through the next phase of the planning process. A summary of the submissions received and our responses is available here.

In response to issues raised by the community and to comply with the draft Planning for Bushfire Protection Policy 2017, a Bushfire Risk Assessment is being prepared. We have also undertaken other additional technical work including:
  • traffic and transport modelling, especially around Mona Vale Road
  • planning for infrastructure provision
  • water cycle management and flooding assessment
  • assessment of environmental impacts including additional surveys, for example around biodiversity across the precinct and along the proposed ecological corridors.
We are working with Northern Beaches Council and other Government agencies throughout this process. 

Next steps
We aim to release the revised Land Use and Infrastructure Implementation Plan (known as the Precinct Plan) in late 2018. 

A draft Local Character Statement (LCS) is also being prepared to define the existing character of the area and capture the community’s values and aspirations. The draft LCS will be based on the extensive community consultation undertaken to date and will be an essential reference guide for the Department to use in finalising the draft plan for Ingleside.  

More opportunities to have your say
There will be more opportunities for the community to provide feedback. 

The revised Precinct Plan, draft Local Character Statement and supporting documents will open for public comment when they are released later in 2018, and the Department will have a range of ways available for you to have your say.
